Job Descriptions:

I. Position Summary

The procurement manager has a critical leadership role and oversees and manages the procurement strategy and operations across the company’s overseas business. This role demands strategic oversight of the entire procurement function, from supplier relationships to cost management, ensuring that all procurement activities are aligned with organizational goals. The Procurement Manager will optimize procurement processes, manage high-level negotiations, and drive the development and execution of procurement strategies to maximize value while minimizing risks. The role also requires close collaboration with senior leadership and other departments, providing expertise in procurement decisions and market analysis.

II. Key Responsibilities

  1. Strategic Oversight of Procurement Operations:
    • Lead the procurement strategy for the company's overseas operations, ensuring it aligns with broader organizational goals.
    • Oversee the end-to-end procurement process, ensuring it is efficient, transparent, and cost-effective.
    • Drive continuous improvement initiatives to optimize procurement workflows, systems, and tools for maximum operational efficiency.
  2. Supplier Relationship and Performance Management:
    • Manage and foster relationships with key suppliers and vendors, ensuring their long-term sustainability and alignment with the company's objectives.
    • Monitor supplier performance, conduct regular evaluations, and implement corrective actions to ensure quality, on-time delivery, and compliance with contractual agreements.
    • Develop and negotiate high-value, complex contracts that provide competitive advantages and manage risk effectively.
  3. Cross-Departmental Leadership and Collaboration:
    • Work closely with senior management and cross-functional teams (finance, operations, logistics, legal) to ensure procurement needs are integrated into broader business goals.
    • Lead high-level discussions and decision-making processes on procurement strategy, procurement needs, and supplier selections.
    • Mentor and lead a team of procurement professionals, fostering a collaborative environment to achieve strategic objectives.
  4. Market Intelligence and Procurement Strategy Development:
    • Analyze market trends, competitive landscapes, and changes in the global supply chain to develop data-driven procurement strategies.
    • Continuously assess supply chain risk and implement strategies to mitigate potential disruptions while ensuring optimal supply and demand balance.
    • Advise senior leadership on key market insights and propose strategic initiatives that contribute to the company’s long-term procurement success.
  5. Cost Control and Budget Management:
    • Establish cost-effective procurement strategies, with a focus on achieving substantial cost savings while maintaining high-quality standards.
    • Develop and manage procurement budgets, ensuring that all projects and contracts are completed within financial constraints.
    • Lead negotiations with suppliers and stakeholders to secure the best possible terms, ensuring cost advantage and favorable pricing models.
  6. Governance, Compliance, and Risk Management:
    • Ensure that all procurement activities comply with both local and international regulations, as well as internal corporate policies.
    • Implement and enforce procurement governance standards to maintain transparency and accountability in all transactions.
    • Proactively identify procurement risks and develop strategies to mitigate these risks, ensuring business continuity.

  1. Education and Experience:
    • Bachelor’s degree in Business, Supply Chain Management, or a related field (Master’s degree preferred).
    • Minimum of 10 years of experience in procurement or supply chain management, with at least 5 years in a senior leadership role.
    • Extensive experience in strategic procurement, category management, supplier performance management, and high-level contract negotiations.
    • Proven experience managing complex procurement processes in international or overseas markets.
    • Proficiency in English, both written and spoken, with the ability to use English as the working language in a multicultural environment.
  2. Skills and Competencies:
    • Expertise in developing and executing global procurement strategies that align with organizational objectives.
    • Exceptional communication, negotiation, and stakeholder management skills, with the ability to influence decision-making at the senior level.
    • Proven ability to lead and manage teams in high-pressure environments, with a focus on driving results through collaboration and accountability.
    • Strong analytical and problem-solving abilities, with experience in market intelligence, supply chain risk management, and data-driven decision-making.

    • Willingness to relocate and work permanently overseas in various operational environments.
    • Strong project management skills, with a track record of delivering procurement projects on time, within scope, and within budget.
