Job Descriptions:

Position Summary

The Project Manager (Health) is responsible for the effective and efficient management of HHWO’s health-focused project in Panjshir. This includes ensuring successful project implementation in line with the Project Charter, donor guidelines, and HHWO’s strategic objectives. The role involves comprehensive oversight of project operations, stakeholder coordination, team management, monitoring and evaluation, reporting, and knowledge dissemination to foster organizational learning and policy development.

Key Responsibilities

1. Project Management

  • Comprehensive Oversight: Lead and manage HHWO’s health project, ensuring alignment with agreed objectives, timelines, and budget constraints.
  • Project Work Plans and Budgets: Contribute to the preparation, review, and submission of annual work plans, budgets, and financial and implementation progress reports as required by donors.
  • Performance Monitoring: Track and document project performance against logical frameworks, work plans, and budgets on a monthly, quarterly, and annual basis, addressing any variances proactively.

2. Project Coordination and Communication

  • Stakeholder Engagement: Serve as the primary liaison with relevant stakeholders, including government authorities, local communities, NGOs, UN agencies, and civil society organizations to ensure coordinated project implementation.
  • Communications: Foster transparent and effective communication channels with internal and external stakeholders, promoting accountability and collaboration throughout project implementation.

3. Staff Management and Capacity Building

  • Team Leadership: Supervise and provide guidance to the project team based in Panjshir, ensuring teamwork, accountability, and a high level of performance.
  • Capacity Development: Design and deliver training programs to enhance the skills of project staff in project management, operational procedures, and compliance with donor guidelines.

4. Project Monitoring and Evaluation (M&E)

  • Monitoring Visits: Conduct regular joint monitoring visits with stakeholders to assess project progress and identify areas for improvement.
  • System Management: Develop and maintain robust M&E systems and tools to ensure project activities are on track and aligned with donor requirements and best practices.

5. Reporting

  • Report Development: Prepare, review, and submit high-quality project reports (quarterly, annual, final, and ad-hoc) in line with donor agreements and organizational standards.
  • Donor Relations: Ensure timely submission of reports and foster positive relationships with donors through consistent and professional communication.

6. Knowledge Sharing and Policy Contributions

  • Documentation: Maintain organized and updated project documentation for institutional memory and easy retrieval.
  • Research and Insights: Facilitate research, analysis, and assessments on relevant health and development issues, contributing to evidence-based policy-making.
  • Best Practices: Identify, document, and disseminate best practices and lessons learned to inform future project designs and interventions.
  • Knowledge Networks: Represent HHWO in relevant knowledge-sharing platforms and communities of practice to enhance the organization’s visibility and learning.

Job Requirements:

Education

  • Master’s or Bachelor’s degree in Public Health, Project Management, Business Administration, Public Policy, or a related field.

Experience

  • At least 3 years of relevant professional experience with a Master’s degree, or 5 years with a Bachelor’s degree in a related field.
  • Proven experience in managing health-related projects with INGOs/NGOs or UN agencies.
  • Experience in community health, development, and humanitarian assistance is desirable.
  • Familiarity with donor compliance, particularly with US, EU, and UN donor requirements.

Skills

  • Technical Expertise: Strong understanding of project cycle management, monitoring and evaluation frameworks, and capacity-building methodologies.
  • Communication: Excellent interpersonal, verbal, and written communication skills.
  • Leadership: Demonstrated ability to lead and manage diverse teams effectively.
  • Problem-solving: Strong analytical and decision-making abilities.
  • Organizational Skills: Proven ability to manage multiple priorities, meet deadlines, and ensure accuracy in all deliverables.

Languages

  • Fluency in written and spoken English, Farsi-Dari, and Pashto is mandatory.

Working Conditions

  • Based in Kabul with regular travel to project sites as required.
  • Flexibility to work in challenging environments and adapt to evolving project needs.
