Position Summary:

The EdTech Project Data Management Officer is a project-based and full-time position based at WC’s Kabul Office under the Piloting and Scaling-up of Model Education Technology (EdTech) project, which is being implemented in Bamyan, Kunduz, Baghlan, Laghman, Nangarhar provinces of Afghanistan. The position holder will spend a minimum of 30% of official time in the field throughout the year. The post holder, as a member of the EdTech project team, will be responsible for managing, analyzing, and interpreting data that contribute to enhancing learning outcomes and operational efficiency. The position holder is mainly responsible for monitoring and evaluation and data management, analysis, and reporting in the EdTech system and provides relevant support in administrative, operational, and financial support to the Project team based in Kabul.

Responsibilities:

  • Develop and monitor the Project’s data and information management systems to ensure data consistency and record management procedures Monitor the progress and quality of the Project deliverables through regular and planned visits and provide feedback and (technical) advice to the local partner`s field-based staff.
  • Ensure the functioning of a proper system of data flow, management, and analysis at the Project level that will significantly ease and improve the process of assessments and reporting.
  • With support from WC PQAL team and Project Coordinator, continuously check and monitor the EdTech application content management system (CMS) aimed at approving pending requests of users.
  • In close consultation with Senior Officer Training Materials and Content Development upload learning content to EdTech System through CMS.
  • Continuously check, identify, and report technical bugs encountered in EdTech application and communicate with the vendor to fix the bugs. Suggest changes for upgrading and modification of the EdTech system.
  • Provide support to the Senior Officer Training Materials and Content Development in preparing and posting web blogs on the EdTech website.
  • Work closely with local partner staff to maintain and update the relevant project data including data from the training participants.
  • Together with PQAL team, develop/revise the Education Project’s information management tools to align them with the project objectives and goals.
  • Conduct training sessions to capacitate local partner staff on the use of these tools/methods.
  • Produce errorless statistic reports of the Project required for the assessments and reports as well as those demanded by different stakeholders.
  • Ensures smooth implementation of the school Twinning activities in EdTech labs in the schools through the EdTech Application. 
  • Work closely with the Project Coordinator (PC) and Senior Officer Training Material and Contents Development and local partners in developing and operationalizing the assessment
  • Contribute to developing the workplan and project's progress and final reports.
  • Check, control, and process all financial documents of project-related events.
  • Transfer knowledge through on-the-job training to the local partner office-based staff in data collection, data compilation and data-keeping.
  • Train local partner project team on facilitation of School Twinning sessions including use of computer and internet in exchange of materials and information sharing within twined schools.
  • Assist local partner`s staff in to ensure School twinning activities are running smoothly.
  • In coordination with the EdTech team, compile and process the procurement requests for project-related materials and equipment and process them at relevant departments.
  • Attend all Project’s internal meetings, planning workshops, and training sessions.
  • In close consultation with PQAL team develop and update the project data in the WC Database for the EdTech project.
  • Organize/participate in Project Quarterly and Annual Review Meetings and record proceedings of the meetings.

Qualification:

Academic Background and Knowledge/ Experience

  • Bachelor’s degree, or equivalent in the field of Education or any relevant field
  • Minimum three to four years of relevant experience in data management and M&E, especially within an NGO, UN agencies or similar organizations.

  Skills

  • Hands-on experience and skills in Planning, Data Management, Web-based database development, Monitoring and Evaluation, Reporting, and Budgeting.
  • Computer skills in MS Office packages, especially in using databases.
  • Fluency in English and Dari and/or Pashto, both written and spoken.
  • Interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational backgrounds.
  • Ability to take initiative and pursue work proactively without being intensively supervised.
  • Supervisory, team worker, analytical, troubleshooting skills, and good monitoring and evaluation.
  • Basic skills in internal assessments and studies.
  • Proven ability to support and mentor colleagues and provide/receive constructive feedback.
  • Good data collection, compilation, analysis, and reporting skills.
  • Ability and willingness to travel to the project sites within Afghanistan.
