Job Descriptions:

Position Summary

The Provincial Coordinator will oversee and manage activities, operations, and resource mobilization efforts within Panjshir province. This position requires strong leadership, program management expertise, and the ability to engage effectively with stakeholders to ensure smooth implementation and sustainability of HHWO’s interventions. The Provincial Coordinator will serve as the primary representative of HHWO at the provincial level and will play a vital role in maintaining the organization’s visibility, accountability, and impact in the region.

Key Responsibilities

Program Management and Implementation

  • Lead the implementation of HHWO’s projects and activities in Panjshir province, ensuring alignment with organizational goals, donor requirements, and project timelines.
  • Develop, update, and monitor detailed work plans to track progress and address bottlenecks promptly.
  • Supervise and support field staff to deliver high-quality project interventions.
  • Ensure all program activities meet quality standards, are gender-sensitive, and are inclusive of vulnerable groups.
  • Oversee the submission of Annual Work Plans, Budgets, and progress reports, ensuring alignment with donor agreements.
  • Coordinate logistics and administrative tasks to ensure smooth program delivery.

Monitoring and Evaluation (M&E)

  • Regularly monitor project performance using HHWO’s M&E framework, tracking both qualitative and quantitative indicators.
  • Conduct field visits to assess the progress and quality of project activities, providing actionable recommendations for improvement.
  • Collect and analyze data to measure outcomes, identify trends, and inform decision-making.
  • Support external evaluations and audits, ensuring compliance with donor and organizational standards.

Stakeholder Engagement and Representation

  • Foster strong relationships with local government authorities, community leaders, NGOs, and other stakeholders in Panjshir.
  • Represent HHWO in coordination meetings, workshops, and provincial-level forums.
  • Advocate for the needs and rights of beneficiaries while upholding HHWO’s mission and values.
  • Promote HHWO’s programs and build partnerships for resource mobilization and project sustainability.

Capacity Building and Team Management

  • Supervise and mentor field staff to ensure alignment with HHWO’s objectives and performance standards.
  • Identify capacity gaps and organize training sessions for team members and local partners.
  • Promote team collaboration, knowledge sharing, and a culture of continuous learning.
  • Ensure staff compliance with organizational policies, procedures, and ethical standards.

Reporting and Documentation

  • Prepare timely and accurate reports on project progress, challenges, and achievements for HHWO’s management and donors.
  • Document project successes, lessons learned, and best practices to inform future programming.
  • Maintain an organized and accessible repository of project records, including beneficiary data and activity reports.

Financial and Administrative Oversight

  • Monitor project budgets and expenditures, ensuring cost-effectiveness and compliance with financial policies.
  • Support procurement and logistical processes in accordance with HHWO’s guidelines.
  • Oversee administrative functions, including office management and resource allocation.

Risk Management and Compliance

  • Identify risks to project implementation and develop appropriate mitigation strategies.
  • Ensure compliance with safety protocols, safeguarding policies, and donor-specific requirements.
  • Adhere to HHWO’s policies on accountability, transparency, and ethical conduct.

Job Requirements:

Education

  • Bachelor’s degree in Public Health, Project Management, Business Administration, Public Policy, or a related field (Master’s degree preferred).

Experience

  • Minimum of 5 years of experience in project management, humanitarian programming, or development work.
  • Proven experience working with INGOs, NGOs, or UN agencies in a leadership role.
  • Familiarity with donor compliance requirements (e.g., USAID, EU).
  • Experience in community engagement, stakeholder coordination, and capacity building.

Skills and Competencies

  • Technical Skills: Strong understanding of project cycle management, M&E frameworks, and resource mobilization.
  • Leadership: Proven ability to lead diverse teams and build consensus among stakeholders.
  • Communication: Excellent verbal and written communication skills in English, Farsi-Dari, and/or Pashto.
  • Problem-solving: Strong analytical and decision-making skills to address challenges effectively.
  • Organizational Skills: Ability to prioritize tasks, meet deadlines, and manage multiple responsibilities simultaneously.
  • Cultural Sensitivity: Awareness and respect for cultural contexts and gender dynamics.

Languages:

  • Written and spoken fluency in English, Farsi-Dari, and/or Pashto.
