Job Descriptions:

Position Summary

The Community Mobilizer will play a critical role in the successful implementation of HHWO's projects in Panjshir province. The incumbent will be responsible for mobilizing communities, fostering meaningful participation, and ensuring active engagement of local leaders, community members, and stakeholders. By building trust and promoting collaboration, the Community Mobilizer will contribute to the sustainability and community ownership of HHWO's programs, particularly those aimed at empowering women and marginalized groups.

Key Responsibilities

A. Community Mobilization and Planning

  1. Community Mobilization Plan Development:
    • Design a comprehensive community mobilization strategy aligned with project goals and timelines.
    • Identify and map key community stakeholders, including local leaders, civil society organizations, and government authorities.
  2. Coordination with Influential Community Figures:
    • Engage with community elders, religious leaders, and other influential figures to build trust and secure their support for project activities.
    • Facilitate group discussions to communicate the project’s objectives, benefits, and expected outcomes.
  3. Beneficiary Selection and Engagement:
    • Conduct needs assessments and ensure fair and transparent beneficiary selection processes based on predefined criteria.
    • Develop and maintain detailed beneficiary profiles, including demographic and socio-economic data.

B. Community Engagement and Capacity Building

  1. Stakeholder Collaboration:
    • Establish and maintain effective communication channels with community leaders, local authorities, NGOs, and other partners to ensure smooth project implementation.
    • Act as the liaison between HHWO and the community, facilitating regular updates and feedback loops.
  2. Capacity Building of Community Members:
    • Conduct awareness-raising sessions and workshops to inform community members about project goals and their roles in achieving them.
    • Empower marginalized groups, particularly women, to take active roles in project activities and decision-making processes.
  3. Feedback Mechanisms and Accountability:
    • Develop and implement feedback mechanisms to gather input from community members on project progress, challenges, and recommendations.
    • Ensure that collected feedback is analyzed and used to refine project approaches for better outcomes.
  4. Promotion of Community Ownership:
    • Encourage transparency by sharing project information, progress updates, and outcomes with stakeholders.
    • Foster a sense of ownership by involving community members in project monitoring and decision-making processes.

C. Monitoring, Reporting, and Documentation

  1. Monitoring Community Engagement:
    • Regularly monitor and evaluate community mobilization efforts to identify successes, challenges, and areas for improvement.
    • Ensure the active and equitable participation of all community groups, including women and marginalized populations.
  2. Reporting and Documentation:
    • Prepare detailed, timely reports on community mobilization activities, outcomes, and lessons learned.
    • Document success stories, challenges faced, and solutions implemented for organizational learning and donor reporting.

Job Requirements:

Education:

  • Bachelor’s degree in Social Sciences, Community Development, Development Studies, or a related field. 12-grade graduates with extensive experience could be considered as replaced for the bachelor requirement.

Experience:

  • 3-5 years of relevant experience in community mobilization, grassroots organizing, or community development, preferably with humanitarian or development organizations.
  • Proven experience in designing and implementing community engagement strategies.
  • Familiarity with gender-sensitive programming and working with marginalized groups.

Skills:

  • Strong knowledge of community dynamics, local governance structures, and cultural norms in Afghanistan.
  • Excellent facilitation, communication, and interpersonal skills, with the ability to build trust among diverse stakeholders.
  • Proven ability to organize community consultations, focus group discussions, and awareness campaigns.
  • Strong monitoring, reporting, and documentation skills.
  • Proficiency in using Microsoft Office Suite and other relevant tools.

Languages:

  • Fluency in spoken and written Farsi-Dari and/or Pashto is mandatory. Proficiency in English is highly desirable.

Additional Information

  • Location: Panjshir Province (Paryan and Khenj Districts)
  • Travel: Frequent travel to project sites and community areas as required.
