WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

Job Summary

The Senior Human Resources Officer is responsible for efficiently managing HR functions, including recruitment, preparing staff payroll and employment contracts, preparing change of status forms, and updating policies and procedures. The Senior HR Officer will work under the direct supervision of the HR Manager.

Main duties and responsibilities:

 

  • Obtaining approvals for the position, advertising the position, receiving and short-listing the candidate applications,  
  • Respond to inquiries from candidates, arrange interviews, coordinate to complete the interview evaluation process prepare a list of finalists, and conduct reference checks of short-listed candidates.
  • Communicate with all staff about any changes to the WDIO HR Policy.
  • Ensure HR Personal Files are maintained and updated for each employee
  • Be responsible for handling the HR-related issues in consultation with the HR Manager.
  • Keep the HR Manager fully informed about Personnel Issues including employee conflict, recruitment, warning, annual performance appraisal, termination, and implementation of the HR manual.
  • Support the HR Manager's successful implementation adherence and common understanding of the HR manual and other HR policies.
  • Preparing job offers, employment contracts, and other mandatory documents that are signed and filed.
  • Assist HR manager in ensuring proper orientation for all new staff; collaborate and coordinate with other departments to provide an engaging and welcoming orientation.
  • Track and monitor staff probation period. Ensures timely completion and filling of probationary evaluation forms.
  • Ensure all employees are evaluated by line managers at the end of the probation period and annual performance appraisal.
  • Assist in regularly updating organograms and maintaining contact lists and information flow lines.
  • Supervise, guide, train, and support the team of HR to ensure an effective day-to-day operation of facilities, services, and support.
  • Communicate with all provincial HRs about any necessary issues and collect reports from them.
  • Assist the HR manager in the preparation of Payroll and sharing with the finance department of WDIO.
  • Oversee the daily HR functions, ensuring smooth and efficient operations. 
  • Assist in Organizing and facilitating HR-related training sessions for staff to enhance their skills and knowledge.
  • Mediate and resolve conflicts between employees and implement conflict resolution strategies in consultation with the HR manager.
  • Share any HR-related issues with the HR Manager, collaborate on strategic HR initiatives & Provide support and insights to the HR Manager.
  • Assist HR Manager/ hiring managers in preparation of position description/ JDs.
  • Monitor attendance regularly and share reports with the HR manager.
  • Must be a part of the recruitment committee, 
  • Issue a letter for the new staff to obtain the necessary documents and make sure it's in place for all staff.
  • Submit weekly/monthly updates to the supervisor.
  • Other responsibilities as assigned by the supervisor.

Job Requirements:

Qualifications:

  1. At least 4 years of proven experience in the field.
  2. Bachelor's degree in Business Administration, HRM, Management, Political Science, Educational Leadership, and any other related field.
  3. Strong communication skills,
  4. Fluent in English, Pashto, and Dari with excellent speaking and writing skills,
  5. Efficiency, result-oriented, and excellent management capabilities,
  6. Ability of problem-solving and conflict resolution,
  7. Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely,
  8. Excellent capacity development and teamwork skills, cross-cultural and gender sensitivity,
  9. Ability to travel throughout the country,
  10. Respect the confidentiality of the organization,
  11. Ability to use information technology effectively.
