Afghanistan Social and Legal Organization (ASLO) is a non-governmental, not-for-profit, and non-partisan organization dedicated to serving the community of Afghanistan. The Afghanistan Social and Legal Organization (ASLO) remains deeply committed to supporting the Afghan people by designing and implementing locally-driven programs and projects. These initiatives focus on addressing the diverse needs of communities across multiple sectors. Job Summary:
The Head of Program is responsible for overseeing ASLO’s diverse program portfolio across multiple provinces, ensuring strategic growth, high-quality implementation, and effective partnerships. This role includes leading program teams across various sectors such as food security, child protection, education, construction, agriculture, and women’s empowerment. The position also requires securing additional funding, developing strong donor relationships, and providing technical guidance to ensure program alignment with national and international standards. The Head of Program serves as a key representative for ASLO in external engagements and may deputize for the Country Director when required.
Key Responsibilities:
Program Management and Coordination (40%)
Provide strategic leadership and technical oversight for all ASLO programs, ensuring high-quality implementation.
Supervise and mentor project managers across multiple sectors to achieve program objectives.
Conduct regular field visits to monitor program activities and provide technical support.
Ensure compliance with donor requirements, internal policies, and sectoral best practices.
Strengthen monitoring and evaluation (M&E) systems to enhance program impact.
Develop and maintain strong relationships with stakeholders, including government agencies, donors, UN bodies, and NGOs.
Represent ASLO at coordination forums such as the Education Cluster, ACBAR, and relevant technical working groups.
Program Development and Resource Mobilization (40%)
Conduct context analysis to identify emerging humanitarian and development needs.
Identify and pursue funding opportunities in close collaboration with the Country Director and program teams.
Lead the development of project proposals, including budgets, log frames, and theories of change.
Establish and maintain partnerships with national and international organizations for joint programming and resource mobilization.
Support the strategic development of ASLO by contributing to the formulation and implementation of country strategies.
Leadership and Staff Development (20%)
Provide leadership and direction to program teams, ensuring clarity of roles and responsibilities.
Conduct performance evaluations and support professional growth through capacity-building initiatives.
Ensure adherence to ASLO’s security, operational, financial, and human resource policies.
Address risks related to program operations and communicate challenges to senior leadership.
Act as the country director’s delegate in their absence.
Job Requirements:
Education & Experience:
Bachelor’s degree in Business Administration, Management, International Development, Social Sciences, or a related field.
Master’s degree in International Development, Humanitarian Studies, or a related field (preferred).
Minimum of 7 years of progressive experience in humanitarian or development sectors, with expertise in education, program management, and fundraising.
Technical experience in education programming and/or child protection is highly desirable.
Proven track record in leading and managing diverse teams in complex environments.
Strong background in proposal development and donor engagement.
Skills & Competencies:
Expertise in inclusive education, emergency education (EiE), and integrated child protection programming.
Familiarity with Afghanistan’s aid architecture, coordination mechanisms, and cluster groups.
Strong understanding of sectoral trends and international development standards.
Excellent leadership, team management, and strategic planning skills.
Proficiency in program monitoring, evaluation, and impact assessment.
High-level analytical and problem-solving skills.
Excellent communication and public presentation abilities.
Fluency in written and spoken English is required; proficiency in Dari/Pashto is an advantage.
