Job Descriptions:

Job Summary:

The Livelihoods and Food Security (LFS) Sector Manager is responsible for overseeing the planning, implementation, and monitoring of ASLO’s Food Security and Livelihoods projects. This role ensures high-quality program delivery, compliance with donor requirements, and alignment with ASLO’s strategic objectives. The manager will coordinate with internal and external stakeholders, supervise project teams, and contribute to the development of new initiatives in the sector.

Key Responsibilities:

Program Management and Implementation:

  • Ensure the timely and effective implementation of all food security and livelihoods projects.

  • Develop work plans and oversee project activities.

  • Establish, supervise, and maintain a monitoring and evaluation system in alignment with the project’s logical framework.

  • Archive project technical documents for easy access by team members.

  • Ensure timely submission of technical and activity reports in the agreed format and frequency.

  • Review and approve project team requests before submission to the admin/logistics department.

  • Ensure quality, quantity, and timely delivery of supplies and services.

  • Prepare monthly, quarterly, and annual work plans and forecasts for project activities, budgets, and logistics.

  • Monitor project budget utilization and ensure cost-effectiveness.

  • Provide weekly updates on project progress and work plan adjustments.

Capacity Building and Team Supervision:

  • Assess and build the capacity of LFS teams and counterpart staff to achieve project objectives.

  • Conduct performance evaluations and provide coaching and mentorship.

  • Ensure the organizational structure of the project team aligns with program needs.

Reporting and Documentation:

  • Prepare and submit monthly, quarterly, and final narrative reports.

  • Develop proposals for livelihoods and food security projects.

  • Ensure compliance with ASLO’s reporting systems and deadlines.

  • Disseminate key findings and reports to relevant stakeholders.

Coordination and Networking:

  • Work closely with ASLO’s program teams and other stakeholders to maximize project impact.

  • Report directly to the Senior Program Manager on all project activities.

  • Coordinate and collaborate with other ASLO departments, including WASH, Nutrition, Admin & Finance, and Logistics.

  • Liaise with INGOs, government agencies, FSAC, and private sector actors to strengthen ASLO’s programming.

  • Represent ASLO in meetings related to food security and livelihoods.

Technical Leadership and Innovation:

  • Support project teams in technical areas such as agribusiness development, contract farming models, pest management, irrigation techniques, storage, and transportation.

  • Ensure integration of Good Agricultural Practices (GAP) in staple crop production (e.g., potatoes, onions, tomatoes).

  • Conduct market assessments and feasibility studies for cash-based interventions.

  • Design and implement training programs for staff and beneficiaries.

  • Support small-enterprise development initiatives and provide business and life skills training.

Emergency Response:

  • Contribute to emergency response planning and implementation in disaster-affected areas.

  • Assist in field assessments, beneficiary selection, distributions, and post-distribution monitoring.

Education & Experience:

  • Bachelor’s degree in Agriculture, Economics, Business, Community Development, or a related field (Master’s degree preferred).

  • At least 5 years of experience in humanitarian operations, food security, and livelihoods program management.

  • Previous experience with INGOs and donor-funded projects.

Skills & Competencies:

  • Strong understanding of Project Cycle Management.

  • Experience in rural development programs and community-based initiatives.

  • Excellent leadership, supervision, and training facilitation skills.

  • Ability to anticipate risks and propose mitigation strategies.

  • Proficiency in participatory approaches, gender-sensitive programming, and M&E methodologies.

  • Strong budgeting, financial planning, and reporting skills.

  • Experience in proposal writing, fundraising, and partnership development.

  • Proficiency in MS Office (Word, Excel, PowerPoint).

  • Fluent in English and local languages (Dari/Pashto).

  • Willingness to travel and work in field locations under challenging conditions.
