About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

Job Description:

  • Responsible for a wide range of engineering activities including feasibility study of the Shelter assistance project and other small construction works of project at site level within the project scope of work.
  • To perform regular site inspection and supervision of the shelter assistance project on district level
  • To prepare general site sketches through assessment survey and collect quality photos of the selected locations for further desk review.
  • To estimate quantities and cost of materials, equipment, or laborers to determine project feasibility as per the project scope.
  • To carry out site assessment of the area prior to commencement of small construction works and ensure availability of quality construction materials for t-shelter construction and shelter repair/upgrade.
  • Prepare plans and schedule for project delivery and regular analysis of all schedule trends.
  • To estimate the day-to-day requirements of construction materials, tools and equipment at site and issue requests to concerned personnel to deliver material to site on time.
  • To keep of Record laborers (skilled and unskilled) and all material delivered/ used in site on daily, weekly and monthly basis.
  • Quality control of material and workmanship to ensure the work is according to design, specifications and within the planned timeline inline of the ESNFI cluster and AHF manuals.

Job Requirements:

Job Requirements:

  • University degree civil engineering, water (resource) management at a recognized University with B.Sc. degree or higher
  • At least 3-5 years of experience in the construction engineering including:
  • Prior Experience in cash for work and other small level construction work and monitoring.  Additional experience is a plus point on (stone masonry wall, protection walls, retaining walls, gabion works, check dams, water intakes, culverts, floodway), and others.
  • Having experience in design and construction of water management small and large Structures is preferable.
  • Having experience in organizing and overseeing on site activities particularly in cash for work projects on field level.
