MEAL Specialist (Call for CVs)

Vision Development Organization (VDO), founded in 2015 by Afghan women leaders, is a national, women-led NGO dedicated to advancing the dignity, resilience, and leadership of women, youth, and marginalized communities. Despite Afghanistan’s complex humanitarian and governance challenges, VDO has grown into a trusted, principled, and adaptive organization, delivering programs in protection, education, livelihoods, social inclusion, and community development across multiple provinces. Anchored in integrity, accountability, and operational excellence, VDO upholds strong governance, safeguarding, and compliance standards while championing women’s leadership and equitable, high-quality service delivery.

• Provide technical support for the design, implementation, and improvement of MEAL systems across VDO projects.
• Develop monitoring tools, indicator tracking tables, data collection methodologies, assessment tools, survey questionnaires, and evaluation frameworks.
• Support project teams in defining indicators, targets, outputs, outcomes, and means of verification.
• Conduct technical reviews of MEAL plans, project reports, and data quality systems.
• Lead or support baseline, endline, outcome monitoring, post-distribution monitoring, and thematic assessments.
• Provide technical guidance to MEAL officers and field monitors on data collection, sampling, verification, and reporting.
• Analyze quantitative and qualitative data and generate evidence-based findings and recommendations.
• Support donor reporting through accurate data validation and results analysis.
• Contribute to learning documents, case studies, success stories, and program improvement recommendations.
• Ensure all MEAL systems follow ethical data collection, confidentiality, safeguarding, and inclusion standards.

• Bachelor’s or Master’s degree in Statistics, Social Sciences, Economics, Development Studies, Public Policy, or related field.
• Minimum 5–7 years of technical MEAL experience.
• Strong knowledge of assessment design, data analysis, logical frameworks, and donor reporting.
• Experience with digital data collection tools.
• Strong analytical and report-writing skills.
• Ability to train and mentor field teams.
• English excellent, Dari and Pashtu fluent.
