Job Description

• Conduct regular protection monitoring activities at border crossing points, reception facilities, and VolRep processing sites.

• Observe, identify, document, and report protection risks, incidents, and trends affecting returnees.

• Identify persons with specific needs and facilitate timely referrals through established protection referral mechanisms.

• Monitor compliance with humanitarian principles, protection standards, and UNHCR operational procedures.

• Conduct field observations and collect protection information to support evidence-based programming.

• Raise awareness among returnees regarding their rights, available assistance, and protection services.

• Maintain regular coordination with UNHCR, government counterparts, humanitarian partners, and community representatives.

• Immediately report protection incidents requiring urgent intervention.

• Prepare comprehensive daily, weekly, and monthly monitoring reports.

• Support VolRep operations and border monitoring activities as assigned.

• Perform any other duties assigned by the Line Manager. 

Job Requirements

• Bachelor's degree in Social Sciences, Law, International Relations, Public Administration, or a related discipline.

• Minimum 3 years of relevant experience in protection monitoring, humanitarian operations, refugee response, or border management.

• Familiarity with UNHCR protection standards and humanitarian principles. 

• Strong analytical, observation, reporting, and communication skills.

• Ability to work independently and under demanding operational conditions.

• Fluency in Pashto and Dari; English language skills are an asset.

• Good knowledge of Microsoft Office applications.
