About HADAAF

HADAAF is a National NGO, established in April 2006, registered with MoE under registration No. 514. HADAAF is working with Health, WASH, Nutrition, livelihood and Child protection but mainly involved, working in health/nutrition sector since 2007. HADAAF have experience in implementation of BPHS and other vertical health support projects of long and short duration. HADAAF implemented BPHS in Nuristan and Zabul provinces in partnership with IMC (2007-2011) and Cordaid (2013-2019) respectively. HADAAF also implemented long term health support projects (Support to CBHC, PPP, Nutrition, integrated WASH and Nutrition, malaria/TB control and capacity buildings of health staff) in Urozgan, Nuristan, and Kunar provinces.

HADAAF has adapted a strategic approach of partnership and collaboration throughout its program implementation. Thus far, HADAAF has implementing projects/programs in partnership with MoPH, IMC, UNICEF, WHO, WFP, BMGF, FHI 360, Health Net TPO, UNDP, Save the Children International, Swedish Committee for Afghanistan, Johanniter International Assistance and Cordaid in Kabul, Laghman, Nangarhar, Nuristan, Paktia, Khost, Ghazni, Zabul, Kandahar, Urozgan, Helmand, Nimroz, Farah, Badghis, and Daykundi provinces. This collaborative approach has enabled HADAAF to get access to hard-to-reach areas and implement quality service delivery. 

Currently HADAAF is implementing CBNI project in Nangarhar and MHPSS project in the Nangarhar, Khost, Daykundi and Herat Provinces.

Job Description

The Finance Coordinator is responsible for establishing, managing, and maintaining an effective and efficient financial management system within the NGO. The role ensures full compliance with organizational policies, donor regulations, and applicable government laws, including tax and financial reporting requirements. The Finance Coordinator oversees budgeting, accounting, financial reporting, internal controls, and audit processes, while ensuring the transparent, accountable, and cost-effective use of organizational resources. The position also serves as the primary focal point for financial coordination with donors, government authorities, auditors, and other stakeholders, and provides leadership and technical support to the finance team to strengthen organizational financial management.

 

Major Area of Responsibilities:

  • The finance coordinator is responsible for the overall financial control and monitoring of the organization HADAAF. Finance Coordinator must develop short-, mid- and long-term strategies with the executive management team, which creates growth, promotes strong cash flow, and supports the fundamentals of the financial system within the organization. All financial planning must be in line with organization goals and objective.
  • Manage cash flow and pay salaries to the staff on the time due, and ensuring as best possible that the cash flow for such is always pre-arranged
  •  Assist the executive management and assigned monitoring teams in monitoring of project expenses
  •  Ensures that all the expanses have original bills and are the standard acceptable to donors and external auditors
  • Deposit the funds in the bank in a timely fashion, utilizing personnel procedures as approved by the finance department.
  • Keep strong and clear communication with Senior Management at all times, and remain completely updated on company policies to ensure that all functions are being handled in the correct fashion.
  • Assist the Provincial Manager and Program Officers on the proper budget follow ups and budgetary controls.
  • Prepare budget vs. actual and provide the detail to the concerned officers in the provinces.
  • Conducting training for all staffs of finance in province and main office based on the planed schedule
  • Assigning duties to finance team.
  • Any additional duties as assigned by HADAAF Office at the time.

Job Requirements

  • An MBA or a professional accounting qualification such as ACCA, CPA, or an equivalent certification is considered an advantage.
  • 7+ years prior experience in Finance and accounting in management position with national or international NGOs.
  • Proficiency in QuickBooks Accounting Software with the ability to manage accounting records, financial reporting, budgeting, and reconciliations efficiently.
  • Strong knowledge of Afghanistan tax regulations, labor laws, and government financial compliance requirements, with proven experience liaising professionally with tax authorities and relevant government departments.
  • Demonstrated experience working with national and international NGOs, with a strong understanding of NGO financial management practices and donor compliance requirements.
  • Strong Communication skills, team management, leading and training.
  • Time Management – Be able to manage time and meet deadlines.
  • Decision Making – Be aware of the impact of decisions on the team and be able to make decisions based on limited information.
  • Problem Solving – Being aware of and understanding the implications of new information for both current and future situations. Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions.
