Job Description

Summary of Key Functions:

The incumbent of the position is responsible for:

Overall health portfolio management at the provincial level, including management of each health project focal point, technical and management lead for the health projects implementation. Representing CARE in the health, nutrition, and MHPSS related platforms at provincial level. Co-lead in the relevant province for the health cluster as applicable.

Supervise and oversee operations of all the health projects by each health project focal point.

Collaborate in resource mobilization and design of new initiatives to ensure CARE work continues and receives funding;

Generate evidence-based learning, documentation and reports from project implementation to share and to inform future programming;

Ensure alignment of all the health project’s interventions with CO health program priorities and approaches as advised by the senior coordinator/program manager of the health program

For the ECHO Project, to work under the supervision of the deputy project manager under the health component of the CARE portion of the ECHO Project. He/she is responsible for overall project coordination, planning, executing, and reporting health activities under the project plan, including for CARE and the local partner AADA. He is also responsible for conducting supportive supervision and regular monitoring visits to the health facilities and supporting the health facilities in charge in the effective running of their health facilities.

Project Implementation/ Supervision & Accountability:

·       Support the health senior program coordinator in the health project design planned in the province through providing adequate local-level information to be incorporated into the health proposal

·       Provide information to the senior health program coordinator needed for development of health and nutrition program strategies and contribute to CARE’s overall program strategy.

·       Organize regular meetings with the provincial health team.

·       Lead the provincial health team for the HFs/SDPs regular supervisory visits.

·       Represent CARE at the provincial level health sector meetings, including PHCC, and others

·       Propose new innovative and new approaches and integrate them into program strategy and design

For ECHO project:

- Supervise the delivery of health, nutrition, and protection services in collaboration with consortium partners. 

- Conduct regular supportive supervision of all Health Facilities (HFs) in the related province. 

- Oversee health and nutrition education and public awareness sessions conducted by BHC and SHC staff. 

- Facilitate technical support and mentorship for HF staff to strengthen performance and service quality. 

- Conduct performance reviews of HF staff, identify capacity-building needs, and recommend support measures. 

- Monitor project progress against work plans, indicators, outputs, and targets to ensure alignment with approved objectives. 

- Ensure project activities are implemented according to approved work plans, technical standards, quality, and safety requirements. 

- Maintain administrative records of field project staff and ensure provision of medical and non-medical supplies to BHCs in collaboration with provincial pharmacy officers. 

- Establish robust internal control over project implementation and provide supervisory reports, updates, and recommendations to project management. 

2. Coordination, Representation & Stakeholder Engagement:

-        Strengthen coordination with consortium partners, CARE sub-offices in Herat and Ghazni, and maintain regular communication with CARE’s Kabul office. 

-        Coordinate project activities with PPHD, PHO, REMT, PEMT, and other provincial-level entities to ensure smooth implementation. 

-        Maintain strong relationships with local authorities, community leaders, CSOs, elders, and beneficiaries to foster a supportive working environment. 

-        Ensure operational plans and service delivery points are endorsed by key provincial stakeholders, including the Provincial Health Directorate, PEMT/REMT, BPHS/EPHS implementing NGOs, and target communities. 

-        Support stakeholder and community orientation sessions to strengthen ownership and participation. 

-        Promote active community engagement through feedback mechanisms, awareness-raising, resource mobilization, and collaboration. 

Safeguard project assets and staff through effective coordination with provincial and community-level stakeholders

  • Maintain accurate administrative records of field project staff.
  • Map, select, recruit, orient, and train Community Health Workers (CHWs) in line with CARE Afghanistan’s policies.
  • Monitor and follow up on CHW performance and assigned activities to ensure effective service delivery.
  • Facilitate technical support and mentorship across health facilities, fostering a productive work environment.
  • Support staff development through training, mentoring, and capacity-building initiatives.
  • Supervise health and nutrition education and public awareness sessions conducted by BHC and SHC staff.
  • Contribute to capacity-building events in collaboration with CARE technical staff and project management.
  • Support provincial management in organizing project orientation sessions for stakeholders and communities.
  • Resolve team and community conflicts professionally, safeguarding project staff through effective coordination and risk management.

Perform any other duties assigned by line managers.

Monitoring, Reporting, Logistics & Conflict Resolution:

  • Ensure timely provision of medical and non-medical supplies to BHCs in collaboration with Provincial Pharmacy Officers.
  • Coordinate procurement, supplies, and operational support with CARE offices to maintain smooth project implementation.
  • Collect and submit monthly health facility data to the Kabul M&R team, providing performance feedback on achievements and gaps.
  • Report project activities, updates, challenges, and results to the Project Manager/DPM, ensuring alignment with work plans, indicators, and performance targets.
  • Update and share provincial health and nutrition context information with HERP leadership.
  • Promote active community participation through constructive feedback, awareness-raising, and monitoring of field activities.
  • Support provincial management in overall project operations and implementation monitoring.
  • Resolve conflicts and issues within project teams and communities professionally, safeguarding project assets and staff.
  • Perform any other duties as assigned by line managers.

Job Requirements

Education: University degree of medical doctor; a master’s degree is preferred.
