Job Description

Job Summary:

  • The Consortium Manager (CM) will have primary responsibility for overseeing the end-to-end implementation of the ECHO-funded project, ensuring coordinated delivery of health, nutrition, and education services across consortium locations.
  • The CM will directly report to the Senior Program Coordinator (HERP) and will provide strategic and operational support to the Senior Program Manager (HERP) in leading consortium governance with international and national/local consortium partners.
  • The CM will strengthen consortium coordination by ensuring:
    • Partner performance tracking
    • Joint workplan development and monitoring
    • Partner compliance with donor, CARE, and consortium requirements
    • High-quality and consistent delivery across provinces.
  • The CM will mentor and coach consortium staff, supervisors, and project teams to ensure integrated implementation and quality standards.
  • The CM will ensure overall project management across key areas: human resources, financial/resource planning, logistics, risk management, and stakeholder engagement.
  • The CM will participate in consortium decision-making processes and ensure that CARE leadership receives timely, accurate updates on consortium implementation progress, bottlenecks, and mitigation actions.
  • The CM will contribute to the development of future initiatives/proposals for this project aligned with CARE strategy and donor priorities.
  • Consortium Management:
  • A. Joint Workplan Development & Implementation Monitoring

    • Lead the development and annual/quarterly updates of a joint consortium workplan (health/nutrition/education outputs, milestones, and responsibilities).
    • Ensure partners implement according to the joint workplan and agreed division of project activities.
    • Monitor progress against ECHO targets and consortium commitments using agreed indicators and targets.
    • Ensure that variances (underperformance, delays, coverage gaps) are flagged early and mitigation plans are developed with partners.

    B. Partner Performance Tracking (Quality + Delivery)

    • Establish and manage a partner performance tracking mechanism, including:
      • Indicator achievement tracking and data validation support (with MEAL)
      • Routine review of coverage, service delivery quality, and implementation adherence
      • Review of partner activity results, plans, and staffing/operational capacity.
    • Conduct regular partner performance reviews (e.g., monthly/quarterly) and document decisions, action points, and accountability measures.
    • Ensure corrective actions are implemented and re-assessed within agreed timelines.

    C. Partner Compliance & Reporting Oversight (ECHO Requirements)

    • Ensure all partners understand and comply with:
      • ECHO reporting requirements and timelines
      • Donor proposal commitments and logical framework
      • CARE compliance requirements (including documentation standards and internal procedures).
    • Support partners to prepare high-quality narrative and data inputs to consortium reports (with MEAL support).
    • Ensure financial compliance coordination with Finance, including partner reporting requirements aligned with ECHO and CARE rules.
    • Maintain consortium documentation files for donor audit-readiness (e.g., activity records, indicator evidence, and distribution/service documentation).

    D. Consortium Coordination Structures & Decision-Making

    • Ensure governance mechanisms function effectively, including:
      • Consortium coordination meetings
      • Steering/technical forums (as required by project design)
      • Clear agenda-setting, minutes management, and action tracking.
    • Facilitate issue escalation and resolution across partners, ensuring rapid support where barriers exist.

    E. Risk Management & Mitigation Across Partners

    • Coordinate consortium-wide risk identification and mitigation, including access constraints, supply challenges, security/safety constraints, staffing gaps, and community acceptance risks.
    • Track risks and mitigation actions and ensure lessons learned are integrated into workplan updates.

    F. Technical Integration Across Sectors (Health–Nutrition–Education)

    • Ensure partners implement integrated approaches where applicable and aligned with ECHO priorities.

    • Financial Management (Consortium Oversight Support)
      • Support the timely, accurate planning and expenditure tracking for consortium activities in coordination with CARE Finance.
      • Conduct budget vs. expense analysis at consortium level (and with partner inputs where required) and inform relevant stakeholders of variances.
      Ensure consortium financial reports are submitted on time and meet quality and documentation standards required by CARE and ECHO
    • Human Resources Management (Consortium Enablement)
    • Ensure appropriate staffing and capacity within the consortium to deliver commitments.
    • Support partner recruitment and staffing alignment to role requirements (as applicable within consortium structures).
    • Ensure training and capacity-building plans are implemented and contribute to improved performance and compliance.
    • Promote a culture of learning, accountability, and professionalism across consortium teams.
    • Stakeholder & Partner Management:
    • Ensure stakeholder expectations (including government and community stakeholders) are identified, managed, and communicated consistently across partners.
    • Strengthen and standardize partner engagement approaches where relevant to consortium objectives.
    • Ensure partners communicate progress through agreed mechanisms (meetings, reports, and field updates).

Job Requirements

Education: Master in public health, health policy and management, and other relevant fields

Degree in humanitarian or developmental studies

  • Significant experience in humanitarian programs, particularly primary health care and education (emergency contexts).
  • Health professionals with postgraduate qualification in public health or equivalent relevant field experience.
  • Experience managing teams and operationalization of mobile health units and/or static health facilities.
  • Proven experience in partner performance management, monitoring partner delivery, and compliance oversight.
  • Knowledge of MEAL, accountability systems, and data quality principles.
  • Experience in training and capacity building for staff and partner teams.
  • Ability to write clear, evidence-based assessments and reports.
  • Excellent communication skills and high level of written and spoken English.
  • Flexibility and ability to operate effectively in difficult and insecure environments.
  • Ability and willingness to travel across Afghanistan.
  • Previous experience in ECHO or other donor consortium management and partner governance (preferred).

  • ECHO is a multi-sectoral and multi-partner project, implemented in many geographical locations with diverse culture and norms. The consortium manager should implement the project-identified interventions through using various approaches in different locations by different types of organizations. Also, to make decision on how to implement them with consideration of the local authorities in various locations
