Child Protection Officer

War Child is an international alliance working in 15 countries. This is an international charity working for children and youth affected by war. War Child initiated working in Afghanistan from 2002. In Afghanistan War Child Work with children and youth, who as a result of conflict, live with a combination of poverty, exclusion, and insecurity. These children and youth might include street children, child headed households, children conscripted into armed groups, unaccompanied minors, youth returnees and refugees, and children who have been put in Juvenile Rehabilitation Center and, the children and youth impacted by the climate induced disasters.  Our mission is to protect, educate and stand up for the rights of children and youth caught up in conflict, poverty, and exclusion. Job Purpose

To provide technical support, guidance, and quality assurance on Child Protection (CP) and Evidence-Based Methodologies (EBM/EIM) implementation to partner organizations across assigned locations in Ghazni, ensuring effective, inclusive, and community-led delivery of integrated protection services in line with project objectives and War Child standards.

Job Description

The Duties and responsibilities may include but not limited to:

1.       Technical Support & Capacity Strengthening

·       Provide hands-on technical support to partner staff (ADWSO and RSDO) on Child Protection, case management, and community-based protection programs and approaches.

·       Support rollout and quality implementation of EBM/EIM approaches (e.g., TeamUp, BeThere, SEEDS).

·       Deliver training, coaching, and on-the-job coaching and mentoring to frontline workers, social workers, and community structures.

·       Contribute to strengthening partners’ technical capacity to progressively lead and sustain CP services.

2.       Program Quality & Implementation Support

·       Ensure quality and standardization of CP and PSS interventions across target districts.

·       Support partners in establishing and strengthening community-based protection committees and structures.

·       Monitor the implementation of CP activities including case management, referrals, and community engagement sessions.

·       Ensure integration of gender, disability inclusion, and safeguarding principles in all interventions.

3.       Coordination & Partnership Management

·       Act as focal point for technical coordination with partner NGOs at provincial level.

·       Support alignment of partner activities with project design, donor requirements, and national CP standards.

·       Participating in coordination platforms (e.g., CP sub-cluster, technical working groups) where required.

·       Facilitate knowledge sharing and joint problem-solving between partners.

4.       Monitoring, Reporting & Learning

·       Conduct regular field visits to monitor program quality and provide real-time technical feedback.

·       Support partners in data collection, documentation, and reporting (including CPIMS+ where applicable).

·       Contribute to tracking indicators, lessons learned, and best practices.

·       Provide inputs for donor reports, technical updates, and internal reviews.

5.       Safeguarding, Accountability & Compliance

·       Ensure strict adherence to safeguarding, PSEAH, and child protection policies across all activities.

·       Promote Accountability to Affected Populations (AAP) and support feedback and complaint mechanisms.

·       Ensure ethical and confidential handling of sensitive CP cases.

·       Support partners in maintaining compliance with donor and organizational standards.

6.       Adaptive Programming & Context Sensitivity

·       Support contextualization of tools and methodologies to local cultural and operational realities.

·       Identify implementation challenges and propose practical solutions.

·       Contribute to adaptive programing in response to access constraints, especially regarding women’s participation.

Experience and mandatory criteria:

• Bachelor’s degree in social work, Psychology, Sociology, or related field (master’s preferred).
• Minimum 4–5 years of relevant experience in Child Protection programing, including case management, PSS, or protection programming in humanitarian setting.
• Experience in Child Protection case management and CPIMS+, demonstrated by a minimum of 2 years of hands-on case management experience.
• Certified CPIMS+ ToT with practical training experience, demonstrated by completion of CPIMS+ ToT certification and facilitation of multiple CPIMS+ trainings, including ongoing mentoring, troubleshooting, and data quality assurance support to users.
• Experience working with Community-Based Child Protection Committees (CBCPCs), demonstrated by supporting, establishing, or regularly engaging with CBPCs in at least one project, including facilitation of meetings, capacity building, or coordination with community structures.
• Experience in community dialogue facilitation, evidenced by planning and facilitating at least 2–3 community dialogue sessions, awareness sessions, or community engagement activities on protection-related topics.
• Demonstrated experience in PSS programming, evidenced by a minimum of 2-3 years of hands-on experience in implementing or supervising structured PSS interventions, including Child-Friendly Space (CFS) activities and positive parenting sessions, as well as providing coaching or technical support to staff or partners, with evidence of facilitation or supervision of multiple PSS sessions.
• Proven experience working with NGOs/INGOs and supporting or managing partners (very important for this role).
• Experience in delivering training and capacity strengthening.
• Familiarity with safeguarding, and PSEAH standards.
• Strong coordination, communication, and coaching skills.
• Fluency in Dari and/or Pashto; working knowledge of English required.
• Willingness to travel frequently to field locations across assigned provinces.
• Afghan national (mandatory as per project requirement).
