About Green Social Research Organization (GSRO):

Green Social Research Organization (GSRO) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan under registration number 3612. Based in Herat province, GSRO has been actively operating since 2015. The organization has implemented a variety of focused projects in areas such as research, capacity building, protection, and livelihood.

Key projects include the “Empowering Women Survivors of Domestic Violence through Livelihood Activities” (Counterpart), “Strengthening Organizational Capacity for Women’s Peace and Security” (WPHF), “Women’s Economic Empowerment through Agri-business” (UN Women), and “Climate-Smart Agriculture for Rural Development” (UNDP). GSRO has also collaborated on initiatives such as the “Kabul River Basin Climate Consultation” (USAID), “Climate Adaptation & Livelihood Needs Assessment” (CAID), “Climate Change Impact on Glacial Runoff” (USAID), and “Cash and Voucher Assistance” (OSF/War-Child).

Job Summary

The Project Manager will oversee the planning, coordination, implementation, and monitoring of all project activities at the provincial level. Responsibilities include facilitating access to civil documentation, supervising legal and protection staff, tracking project progress, and producing timely reports.
The role requires close collaboration with GSRO units to ensure the legal needs of undocumented individuals are addressed and that clear advocacy pathways are in place. The Project Manager is ultimately responsible for the smooth and effective implementation of all project activities within Herat Province.

Main Objective

The Project Manager serves as the primary resource person within GSRO at the provincial level. The main objective is to support Lawyers, Case Workers, and Legal Volunteers through:

  1. Supporting the provision of legal aid, counselling, and legal information.
  2. Assisting in the management of referral pathways and advocacy efforts.
  3. Providing regular feedback and guidance to Lawyers and Case Workers.
  4. Delivering technical support to staff as required.

Duties and Responsibilities

1. Project Planning & Management

  • Develop detailed project work plans and track progress.
  • Ensure timely delivery of all project outputs within scope and budget.
  • Create and maintain comprehensive project documentation.
  • Adapt work plans based on operational needs and ensure deadlines are met.
  • Conduct project reviews and generate detailed progress and final reports.
  • Lead and coordinate internal planning and review sessions.

2. Risk & Quality Management

  • Design and implement risk mitigation strategies.
  • Analyse and assess project risks, proposing solutions where needed.
  • Ensure adherence to GSRO policies, donor requirements, and quality standards.
  • Monitor compliance, quality, and accountability across all activities.

3. Coordination & Representation

  • Coordinate resources and staff to ensure smooth project delivery.
  • Foster relationships with community actors, government departments, and partners.
  • Represent GSRO in provincial coordination meetings, including Protection Cluster forums.
  • Act as the primary liaison for GSRO in Herat Province.
  • Coordinate efforts with project stakeholders at community, district, and provincial levels.

4. Team Leadership & Supervision

  • Supervise Lawyers, Case Workers, and Legal Volunteers.
  • Delegate tasks based on staff competencies and Terms of Reference.
  • Support team capacity-building and provide ongoing technical guidance.
  • Ensure accountability in delivering project goals and milestones.

5. Programmatic Support

  • Evaluate Awareness-Raising sessions and legal assistance activities.
  • Organize project resources efficiently for optimal implementation.
  • Coordinate and strengthen legal aid, counselling, referral, and advocacy components.
  • Participate in developing work plans, action plans, assessments, and evaluations.
  • Stay updated on legal, protection, and operational developments affecting the project.
  • Update this ToR as required to reflect evolving project needs.

6. Other Duties

  • Represent GSRO in relevant conferences, workshops, or events.
  • Perform any other tasks assigned by the supervisor related to the project.

  • Familiarity with protection principles and access-to-justice frameworks.
  • Ability to travel within the province as required.
  • Proficiency in Dari and Pashto; English is an asset.
  • Strong computer skills (MS Word, Excel, PowerPoint, Outlook).

8. Reporting Line

The Project Manager reports directly to the Program Manager and works closely with other GSRO units, including legal aid, protection, and community outreach teams.
