Job Descriptions:

  • Position Summary:

The Finance Assistant will be responsible for handling the financial activities under the direct supervision of the Senior Finance Officer of RI. He/she must record transactions in NS, collecting, arranging, and archiving the documents on a timely basis.

  • Essential Responsibilities and Duties:

 

  • Responsible for handling the overall financial operations of the RI under the direct supervision of the Finance Manager.
  • Ensuring all financial operations are in compliance with RI standard Financial Policy and Procedures as well as the donor rule and regulations.
  • Lead the development/implementation of financial activities using a systematic and participatory approach to RI programming in general.
  • Prepare the weekly financial activity plans for approval by the Manager. Ensure the realization of the weekly planned activities.
  • Monitor financial activities, ensuring quality control and compliance with the relevant RI standards and guidelines as well as promote and safeguard that transparency & and accountability is successfully achieved.
  • Organize and oversee the implementation of Finance capacity-building training for RI staff, the beneficiaries, and community representatives.
  • Visit project sites and verify transparency & and accountability levels in program implementation; immediately report any discrepancies to the Afghanistan Finance Manager and follow up where necessary.
  • Prepare timely financial reports for the Country Finance Manager, as requested.
  • Participating in the monthly accounts closure process.
  • Participating in proposal budgeting if requested.
  • Monitor the actual expenditure versus the budget. Ensure that all financial records are properly kept (both hard and soft copies) and archived.
  • Ensure safe money transfers between the main office and the field offices. Manage and take care of cash safely. Manage and disburse staff salary and payments on time (processing payroll checks and pay slips). Process payment against each cleared bill/invoice.

Deal with bank/s regarding opening and closing of bank accounts and tax department regarding tax issues.

Job Requirements:

  • A university degree preferably in Finance or equivalent.
  • Extensive experience in a position with similar duties, at least 3 years.
  • Sufficient experience in a position with similar duties with an international organization, at least 2 years.
  • Good oral and written communication skills in English and Pashto and/or Dari, and should be able to type both in English and Dari.
  • Essential management and coordination skills.
  • Excellent reporting and archiving skills.
  • Excellent computer skills, including word & excel processing, internet/e-mail.
  • Able to work under pressure and short deadlines.
  • Able to work long hours when and if required.
  • Able to work with limited supervision.
