Job Descriptions:

ACDO is seeking to recruit a Finance Officer who will play a key role in supporting the finance department. The Finance Officer will be responsible for managing day-to-day financial transactions, maintaining financial records, ensuring compliance with internal and donor requirements, and assisting in the preparation of financial reports.

Under the direct supervision of the Finance Manage, the finance officer will ensure the smooth operation of ACDO’s finance department by managing financial records, assisting in financial reporting, processing payments, and ensuring compliance with donor and internal policies. The position will contribute to the transparency, accuracy, and integrity of the organization’s financial operations.

Key Responsibilities

  1. Financial Transaction Management:
    • Process and record daily financial transactions including payments, receipts, bank deposits, transfers, and petty cash management.
    • Ensure that all financial transactions are properly authorized, recorded, and documented according to ACDO policies and donor requirements.
    • Maintain accurate and up-to-date records of all financial transactions in accounting software.
  2. Cash and Bank Management:
    • Manage ACDO’s cash flow, ensuring timely payments to staff, vendors, and partners.
    • Perform monthly bank reconciliations, ensuring accuracy between the bank statements and ACDO’s records.
    • Monitor and report on the liquidity needs of ACDO’s operations.
  3. Budget Monitoring & Support:
    • Assist in monitoring project budgets to ensure proper utilization of funds in accordance with donor guidelines.
    • Report any budget variances to the Finance Manager and assist in reallocation of funds when necessary.
    • Provide support during the budget preparation process and assist in reviewing budgets for proposals.
  4. Financial Reporting & Compliance:
    • Assist in preparing monthly, quarterly, and annual financial reports for internal management and donors.
    • Ensure that all financial records are in full compliance with donor regulations and organizational policies.
    • Assist in internal and external audits by preparing required documents, records, and reports.
  5. Payroll & Taxation:
    • Assist in processing the monthly payroll, ensuring timely and accurate payments to staff.
    • Ensure compliance with local tax regulations and assist with tax filing and deductions as required by law.
    • Maintain payroll records, including timesheets, contracts, and salary payments.
  6. Donor Reporting:
    • Work closely with program staff to gather financial data for donor reporting.
    • Assist the Finance Manager in the preparation and submission of donor financial reports, ensuring accuracy and timeliness.
    • Monitor donor-specific requirements regarding financial management and ensure strict compliance.
  7. Internal Controls:
    • Support the implementation and adherence to internal financial controls and procedures.
    • Identify and report any areas of financial risk or non-compliance to the Finance Manager.
    • Contribute to strengthening financial systems and processes to enhance organizational transparency.
  8. Other Duties:
    • Perform any other financial-related tasks as assigned by the Finance Manager or senior management.
    • Maintain confidentiality of all financial and personnel information.

Job Requirements:

  1. Education:
    • Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
    • Professional certification in finance or accounting (such as ACCA, CPA) is an advantage.
  2. Experience:
    • Minimum of 5 years of relevant experience in finance or accounting, preferably within an NGO setting.
    • Proven experience in financial reporting, budget management, and donor compliance.
    • Experience working with accounting software (QuickBooks).
  3. Skills:
    • Strong understanding of accounting principles and financial regulations.
    • Excellent computer skills, particularly with Excel and financial software.
    • High level of accuracy and attention to detail in financial transactions and reporting.
    • Strong analytical skills and ability to manage complex financial data.
    • Ability to work under pressure and meet deadlines.
    • Excellent communication and interpersonal skills.
  4. Competencies
