About Concern Worldwide- Afghanistan

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar, Kunduz and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. This year, Concern is expanding its programming to nutrition.    

Job Description

Main duties & responsibilities:  

Payment processes:

  • Maintain the TQN Safes Cashbooks
  • Make payments as per established processes
  • Process float requests, maintain float logs etc.
  • Process float requests, maintain float logs etc.
  • Conduct regular cash counts and reconciliations
  • Ensure that adequate paperwork is obtained/retained for all transactions and that there is a full and complete audit trail.
  • Preparing SR/Purchasing request for monthly top-up cards and their distribution.

Tax:

  • Support Senior Finance Officer to prepare monthly and annual tax return.
  • Ensure all tax payment voucher has been copied and preserved for annual tax return.
  • Manage monthly vendor tax schedule and basis of deduction withholding tax.
  • Collect suppliers’ agreement or purchase order for tax file.

Filling of Documents:

  • Ensuring that hard copy documents to support all transactions are well organised, clearly labelled and safely filed/stored.
  • Ensuring all payment voucher together with related documentation is scanned in a timely manner and that the electronic records are securely stored for each of the following monthly Cash/Bank books:
    • Petty Cash
    • Safe
    • EM Safe
    • Hawala
    • Bank accounts (all)

Timesheets:

  • Obtain the initial allocation of staff time and communicate it to all staff, requesting that they complete timesheets.
  • Follow-up with managers to ensure that all timesheets are completed authorised and returned.
  • Store returned documents securely in a clear and easily accessible way.

Any other tasks appropriate the position that are assigned by the FC/SRF, that are necessary for the proper running of the Finance function. This includes but is not limited to:

  • Assisting with Audits – as necessary when they arise.
  • Participating in organisation processes as may be required/appropriate e.g. purchasing processes, fixed asset verification, stock counts, investigations etc.
  • Participating actively in team planning and other meetings, working to set common objectives and goals and striving to ensure these are successfully achieved.
  • Supporting colleagues to ensure proactive and timely service is provided to the whole organisation.
  • Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective support to the rest of the organisation.
  • Working with other members of the Finance team in all offices to ensure effective payment to staffs, suppliers, consultants and compliance with all legal requirements.

Emergency/ Humanitarian &  Core Humanitarian Standards (CHS):

  • Concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities. 

To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

Job Requirements

Qualification and experience: 

  • Degree in Education, BBA/B.com, or related discipline qualifications in accounting accredited is desirable.

Experience:

  • 2-3 years’ experience in relevant field.
  • Good level of English.

Communication:

  • Knowledge of computer applications i.e. Microsoft Office Package,
  • Strong communication skills.
