Job Descriptions:

  • The ESNFI Officer will be responsible for the efficient and effective implementation of the ESNFI project in his/ her respective areas.
  • The ESNFI Officer will closely coordinate project activities with the Project Coordinator and other key stakeholders at the provincial level.
  • Within the ES/NFI project, the Project Officer is responsible for the overall supervision of the routine project activities of the Mobilizers, and project technical team, and the rest of the project staff on the field level. which are based on ES/NFI cluster standard criteria and guidelines, OCHR Principles, and AHF policies.
  • Conduct Success story visits, and impact assessments, and report the project impact on the grass-rood level on a monthly, and quarterly basis.
  • He/ She is responsible to help assist the Project Coordinator in the implementation of the ES/NFI and cash distribution and assessment activities project i.e., including the ToTs, Community Level Training, Supervision, Assessments, and beneficiary selections for the Cash for heating, NFIs, and Blankets activities is their main mandate.
  • He/ She is responsible for immediately respond to any irregularities that occurs during the project implementation, beneficiary selection, and the provision of ToTs to the community mobilizers.
  • He/ She is responsible to ensure that CRM (beneficiary complaint response mechanism) is fully implemented during the project life cycle and ensures the application of safeguarding policy as appropriate.
  • Data collection from the field level and its reporting to the project manager on weekly, monthly, and quarterly bases as per the given formats, and help assist the project manager in developing the project progress and quarterly reports in OCHR formats.
  • Conduct house-to-house surveys and assessment visits to identify vulnerable and at risk project beneficiaries as per the ES/NFI cluster vulnerability criteria and scorecards for the ES/NFI activities.
  • To ensure the quality of work and project overall quality and gaps using special supervision tools and questionnaires (etc).
  • Provide factual data about the quality of the services and ensures that the most vulnerable HHs, IDPs, and natural disaster/conflict affected families are selected and are receiving training, capacity building, and ES/NFI activities.
  • Ensure factual data from the site and properly report field related information to the OCHR MEAL department and MEAL Officer.
  • He/She is responsible for timely identification of the gaps which will help the senior management to properly respond to the gaps and ensure corrective measures.
  • He/she will be responsible for the development of tools and mechanisms to aid in the project's regular supervision and evaluation of the ES/NFI project and its activities.
  • Assist in implementing the ES/NFI project activities in Laghman, Nuristan, and Badghis, and ensure safe delivery of the activities as per the project implementation plan.

Job Requirements:

  • University degree in public health, BBA, and M&E/supervision, Social Science and Survey with specialization in humanitarian response programs, WASH, ES/NFI, Community Mobilization, and Supervision.  
  • At least be familiar with supervision Basic principles, methods, modalities AAP, PSEA, CRM, and other terms.
  • Three years of experience in similar projects preferably two years in the NGO’s sector       
  • Technical and practical competence in humanitarian response projects, supervisions, and Assessments, especially in emergency response programs.
  • Experience in managing tough clients, during face to face surveys and interviews.
  • Proven experience in survey and data reporting and KOBO.
  • Excellent written and oral English language skills
  • Previous experience in a similar role
  • Prior experience with the WASH/ESNFI sector, WASH/ESNFI/FSAC cluster, Community Mobilization/Hygiene Promoter, relevant UN agencies, or at least NGOs.
  • Structured, well organized and self-driven
  • Excellent communication, cooperation, and interpersonal skills
  • Ability to build other people’s capacity
  • Culture and conflict sensitive
