Acted Afghanistan:

Acted is working in 20 provinces in Afghanistan around the country. These provinces are affected by natural and man-made disasters. Acted provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

Job Descriptions:

Job Purpose:

In coordination with the REACH Country Operation/Field Manager/Field Coordinator, the regional field Manager will be responsible for data collection in the field, REACH-Field staff management, internal and external coordination, and safety and security of field staff at the regional level.

Duties & Responsibilities:

  1. Data collection Management at the regional level:
    • Manage all REACH-related projects, and data collection at the regional level directly and/or through Senior field officers.
    • Make sure that Senior field officers/ field officers are following all field activities according to the pre-planned timeline. 
    • Communicate any delay in data collection, due to security events or any other challenges that impede work in the field with the line manager, Acted area coordinators, and Acted regional/base security.
    • Responsible for coordinating data cleaning, and data tracking among PMs, SPOs and SFOs.
    • Conduct debriefings with the field team in the region as needed.
    • Assure the quality of the data collected based on REACH quality standards.
    • Coordinate all regional assessment or data collection, training, and field assignments with the Acted regional coordination, admin, finance, HR, security, and governmental line departments.
    • Assessment progress tracking of regions.
    • Managing training to regional partners and enumerators.
    • Final Translation/tool testing at the regional level (as delegated by COFM/FM).

 

  1. Staff Management and Training of Field Officers:
    • Train all field operation teams in the regional level on data collection techniques, sampling, survey methods, and other training topics as required.
    • Liaise with each Sr. Field Officer about the weekly/biweekly work plan.
    • Assure the attendance of Field Officers and SPOs at office, at training, and any other mandatory meetings, sessions etc.
    • Enforce Senior Field Officers, Field officers’ compliance with the Acted code of conduct in Afghanistan.
    • Timely flag any safety issues, deadlines, or anything influencing the data collection at the regional level.
    • Assure Senior Field Officers attend at their monitoring sites.
    • Any other task assigned by the direct line Manager.

 

  1. Coordination:
    • The Regional Field manager is overall responsible for staff management, coordination, and communication with external and internal stakeholders at the regional level.
    • Provide timely updates, challenges, and difficulties related to the fieldwork to the REACH Country Operation/Field Manager/field manager.
    • He/she is responsible to obtain data collection access letters from local government authorities prior to data collection.
    • Coordinate assessment schedules with, Acted, governmental sectoral departments potential partners in the regional level, as well as arrange assessment dates, and communicate any challenges and blockages to the REACH Operation/Field Manager
    • Make sure that RFM or SFOs is participating to all governmental line departments weekly- biweekly meetings and share the meeting minutes with field manager.
    • The regional field Manager is responsible to maintain good relation, communication and coordination with Acted Area coordinators, Base managers, Security, and regional government sectoral departments.
    • Knowledge of all potential partners’ presence in their respective regions (up-to-date sheets of good/bad partners).
    • Independent coordination with regional implementing partners in the regions.
    • Coordinate vacation leave, mission, and work out of office with REACH- Kabul and Acted regional coordination, security, and HR after line manager approval.
    • Update the accessibility lists (monthly and data collection) in close coordination with Acted regional/provincial security colleagues.

 

  1. Safety and Security:
    • Regional field manager is responsible to ensure that field operation team and enumerators follow Acted safety and security protocols and norms.
    • Coordinate and liaise any security issues with the country Operation/field manager/field manager as well as regional security colleagues.
    • Immediately communicate any security incidents or circumstances that may have a direct influence on the implementation of the programs to the field manager.
    • Ensure that data collected is removed from the field – on paper or smartphone platforms – as soon as the data has been transferred to the REACH main server.
    • Ensure the privacy and security of the information collected in the field.
    • Security knowledge of all districts in the region or regions.
    • Responsible for filling, and compiling any accessibility lists for the regional level.

Job Requirements:

  • Bachelor’s degree is required (master’s degree will be preferred)
  • At least 5-7 years of relevant working experience in management, coordination, evaluation, assessment, M&E or programs
  • Willingness to travel extensively to lead data collection across region and traveling to all regional provinces.
  • Previous experience leading others.
  • Previous experience with data collection in the field, including mobile data collection platform.
  • Familiarity with communities in which data collection will be implemented.
  • Strong understanding of proper data collection procedures, and data security practices
  • Strong understanding of principles of community accountability
  • Good organizational, communication, and interpersonal skills
  • Ability to think creatively in terms of tool and process development.
  • Flexibility and adaptability to ever-changing needs and responsibilities
  • Familiarity with the aid system, and an understanding of donor and governmental requirements is an asset.
  • Ability to work both independently, and as part of a team.
  • Strong leadership skills
