Job Descriptions:

Job Summary: The MEAL officer will be responsible for monitoring the implementation of WERF Project in collaboration with the Regional Manager and MEAL manager at provincial level. The role will be based at provincial office with extensive travel (up to 75% of the time) to project sites for initiating and verifying data collection. S/he will be responsible for documenting progress in accordance with the project's MEAL Framework. The officer will also be providing technical support to the project staff on beneficiary selection, beneficiary verification processes, monitoring construction and other activities at sub-project locations, post-project monitoring, as well as qualitative and quantitative data collection and recording achievements against pre-defined performance indicators.

Tasks 

  • Assist the MEAL team in developing the M&E plan for the project, including indicator selection, target setting, reporting, designing templates in KOBO, and managing the MIS database.
  • Assist the MEAL manager to enhance monitoring, evaluation, accountability, and learning systems, as well as the MIS databases.
  • Work with project focal points to collect information and conduct program M&E to ensure the availability of required data for donor reporting and program annual and quarterly reporting.
  • Prepare case studies, success stories, lessons learned, quotes from partners and beneficiaries and reports.
  • Establish thematic evaluation systems in collaboration with the MEAL manager, including methodologies, data capture instruments, data storage/management systems, and reporting/analysis mechanisms.
  • Lead role in overseeing data collection, collation, storage, analysis, and reporting ensuring that data is of high quality.
  • Regularly visit each project site, at least once a month, to monitor progress, assess outcomes, and collect stories and case studies for learning and promotional purposes.
  • Conduct regular interviews with target populations, including men, women, boys, and girls, considering factors such as disability and age, to assess their satisfaction levels and record their ideas for project improvements.
  • Assist the MEAL manager in preparing for and conducting regular project reviews, contributing to the content and facilitation of the process.
  • Support national and provincial focal points in conducting baseline, mid-term evaluations, endline assessments, and post-distribution monitoring (PDM) to inform project strategies and generate knowledge.
  • Collect, collate, analyze, and present information on project outputs and outcomes for project management and reporting purposes.
  • Prepare quality progress reports, case studies and stories of change, in line with project requirements and ActionAid guidelines.

Job Requirements:

Education & Training:

  • A university degree in agriculture or any other social sciences and related field.
  • Good understanding of all phases of the project management cycle, particularly project monitoring and evaluation systems.
  • Experience in writing case studies, stories of change and other promotional material.
  • Working knowledge of both spoken and written English.
  • Good communication and interpersonal skills, and able to work with others in a non-hierarchical structure.
  • Self-motivated and able to work independently.
  • Good analytical and report writing skills and proficient in the use of standard computer software such as MS Word, Excel and internet communication plus systems pertaining to data analysis.

 

Experience (Number of Years and field of expertise)

  • At least 2-3 years of experience in M&E roles with International NGOs or local civil society organization in the implementation
  • Knowledge and previous experience in the human rights-based approach and gender sensitive monitoring and evaluation will be an advantage.

 

Technical Skills

  • Excellent knowledge and skills in quality and quantitative data analysis
  • Knowledge of tools of monitoring and evaluation –qualitative and quantitative
  • Knowledge of designing and operating KOBO platform
  • Knowledge of database development & MIS system
  • Basic knowledge (which can be gradually improved) of the dimension of gender and inclusion and how to monitor and evaluate them.
