SCOPE OF WORK:
The iMMAP Senior GIS Assistant is a position in Afghanistan with support responsibility for all individuals and organizations designated by the IM Team/Unit Coordinator, Technical Advisor, and the Country Representative for Afghanistan.
The iMMAP Senior GIS Assistant,as one of the members of the Information Management Team/Unit, will support the relevant IM/GIS Officer/s of the team to assist in the development of cooperative data exchange and create various cartographic products using different mapping tools.
Additionally, the iMMAP Senior GIS Assistant is tasked to support teams of developers of the Humanitarian Spatial Data Center (HSDC) platform.
The Senior GIS Assistant will support all goals and strategies of the iMMAP Afghanistan Program in its work with national partners, international partners, and applicable donor agencies.
The iMMAP Senior GIS Assistant works under the direct supervision of the National IM Coordinator and will work in close consultation with other unit members of the iMMAP Country Program and refer to the Country Representative when required.
RESPONSIBILITIES:
Partners’ Support:
• The Senior GIS Assistant will work closely with the IM Team members in addressing partners’ needs in terms of information management and map-based products.
• The Senior GIS Assistant will advise on the design and customization of partners' datasets and on visualization and dissemination practices.
• The Senior GIS Assistant will create cartographic visual products using mapping tools and softwares adopted in iMMAP Afghanistan office, ensuring that they to partners' requirements.
• The Senior GIS Assistant will create and develop custom reports and map layers requested by either the clusters or BHA Implementing Partners or Country Representative.
• The Senior GIS Assistant will develop overall data management activities including encoding, storing, processing and support standardization and analysis of the collected data and information.
• Upon request, the Senior GIS Assistant will organize, design, and carry out the evaluation and analysis of partners' datasets.
• The Senior GIS Assistant will attend to partners' requirements by producing and disseminating map-based information products through suitable media.
• The Senior GIS Assistant will work with the iMMAP country program to ensure that all support requirements of iMMAP, BHA, OCHA and other partners are met promptly and efficiently.
Ad-hoc support to the team of HSDC platform developers:
• Customer support, system end-to-end testing, basic front-end support, analytical database querying, data cleaning and data consistency validation.
• Basic front-end support.
• Technical writing.
• Analytical database querying.
Others:
• The Senior GIS Assistant will provide inputs to monthly/semestrial donor reports upon request.
• Adhere to iMMAP branding guidelines for all iMMAP products and correspondence.
• Perform any other duties related to information management and GIS assigned by the supervisor or Country Representative.
Generic Services and Support Roles:
• Producing customized thematic maps by using available high-end GIS software.
• Assist in capacity building initiatives for iMMAP Partners that will require expertise in GIS topics.
• Performing geo-spatial analysis to support a systematic analytical approach to humanitarian coordination and response.
• Coordinate and provide GIS-related technical support for partners and DRR- related field authorities.
• Developing and maintaining geographic databases including satellite imagery and gazetteers.
• Compilation of appropriate relevant baseline data and common operational GIS layers.
• Supporting Clusters, Sub-Clusters and Working Groups in data provision and map creation.
• Supporting the promotion of data and information sharing, the adoption of global humanitarian data standards and, if appropriate, the establishment of country- specific common data standards using appropriate context-specific mechanisms.
• Actively participate in team quality control on all products generated by the IM.
Team/Unit, including data, graphics, dashboards, and maps.
• Supporting development, advocacy and support to web-portals, online platforms and/or internal browser- based dissemination tool.
• Overall support to all IM Team/Unit members based on partners’ needs, in close coordination with the National IM Coordinator
Qualification:
• At least 3 years of experience in the field of Geographic Information Systems
(GIS) or equivalent number of years combining academic and GIS/IM experience.
• University degree in Geographic Information Systems (GIS), Engineering, Geology, Mining, Environmental Science, Agriculture, Physics, computer information systems, database administration, or knowledge management.
• Proven basic experience in the creation of technical maps and reports.
• Knowledge of GIS applications and range of technical products/tools.
• Basic experience in database administration and management.
• Working knowledge of English and Dari languages.
Desired:
• Proven ability and experience interacting with a wide range of organizations while upholding humanitarian principles of impartiality and neutrality.
• Teaching and mentoring.
• Working knowledge of Pashto language
