Job Descriptions:

Scope Of Work:

The IM/GIS Officer is a position in Afghanistan with support responsibility for all individuals and organizations designated by the iMMAP scope of work defined by the Country Representative for Afghanistan or his/her designated representative. The IM/GIS Officer will participate in establishing an effective information management unit that will support all goals and strategies of the iMMAP Afghanistan Program, national partners, and applicable donor agencies. 

Additionally, the IM/GIS Officer is tasked to improve the accuracy of the data held by iMMAP and to improve and effectiveness the distribution of materials. 

The IM/GIS Officer will support all goals and strategies of the iMMAP Afghanistan Program in its work with national partners, international partners, and applicable donor agencies. 

The work of the IM/GIS Officer should benefit iMMAP Afghanistan country programs. Insights gained from working alongside partner agencies should help formulate the future. 

The IM/GIS Officer will develop and maintain constant and good contacts with humanitarian partners. 

KEY RESPONSIBILITIES

Cluster/Working Group Support:

➢ The IM/GIS Officer will work closely with focal persons from Humanitarian Clusters Lead and Co-Cluster Leads, Sub-Clusters, Cluster Working Groups, and cluster members to understand their needs in terms of information management and/or GIS and assist in the development of cooperative data exchange. This may require his/her participation and attendance to meetings with relevant stakeholders.

➢ The IM/GIS Officer ensures that the support requested on ad-hoc basis by the partners (IM & GIS related products and other IM-specific needs) is addressed in a timely manner and according to iMMAP quality standards.

➢ The IM/GIS Officer will provide direct IM support and develop information products to Humanitarian Clusters Lead and Co-Cluster Leads, Sub-Clusters, Cluster Working Groups, and cluster members based on ad-hoc requests.

➢ The IM/GIS Officer will advise on the design and customization of partners' datasets as well as on visualization and dissemination practices.

➢ The IM/GIS Officer will create visual products using available mapping and graphic tools, MS Office, Bl instruments etc. adopted in iMMAP Afghanistan office, ensuring that they correspond to partners' requirements, and effectively communicating key information to users.

➢ The IM/GIS Officer will develop overall data management activities including encoding, storing, processing and support IM standardization and analysis of the collected data and information.

➢ The IM/GIS Officer will attend to partners' requirements by producing and disseminating information management products through suitable media.

➢ The IM/GIS Officer will work with the iMMAP Afghanistan team to ensure that all support requirements of iMMAP, BHA, OCHA and other organizations are met in a timely and efficient manner.

Common services:

➢ The IM/GIS Officer will identify gaps in current Implementing Partner participants and will engage with NGOs, Humanitarian, and development organizations to restore, renew, or join participation in data sharing or IM support.

➢ The IM/GIS Officer will ensure timely preparation, generation and publication of predictable information products and summary highlights (monthly, quarterly, half-year and annual updates), as necessary.

➢ The IM/GIS Officer will provide specific, sometimes dedicated, support to Clusters/Partners/Working Groups, on ad- hoc requests or as instructed by the Senior IM Officer of the IM Team.

➢ The IM/GIS Officer will conduct iMMAP demonstrations and training sessions related to Information, Data Management and GIS, if needed.

Other Roles:

The IM/GIS Officer will:

➢ augment and harmonize within the IM Team in terms of planning and managing time and resources, task segregation and workflow, revision of infographics and dashboards and evaluate GIS, geospatial and data analysis.

➢ support the Senior IM/GIS Specialist and Senior IM Officer in Retrieve and Analyze Data, identify IM needs and Gaps in the relevant partner, propose adoption of new tools for Information Products.

➢ participate in IM meetings with the IM Team and the Country Representative/Technical Advisor to share updates on ongoing IM products and activities and to promote good practices in the        organization.

➢ perform such additional duties as may be assigned by the Country Representative, Technical Advisor, IM Team Coordinator and Senior IM Officer.

➢ adhere to iMMAP branding guidelines for all iMMAP products and correspondences.

REPORTING LINE :

The IM/GIS Officer works under the direct supervision of the Senior IM Officer - IM Team Coordinator of the IM Team or designated alternate. The IM/GIS Officer will work in close consultation with other members of the iMMAP Afghanistan Team and refer to the Country Representative when required.

 

Job Requirements:

QUALIFICATIONS

• At least four years of professional experience in the field of Information Management and/or Geographic Information Systems (GIS), or equivalent number of years combining academic and IM/GIS experience.

• University degree in Information Management, Engineering, Geology, Mining, Environmental Science, Agriculture, Physics, computer information systems, database administration, knowledge management or geographic information systems.

• Proven basic experience in creation of visual static and interactive information products, technical maps and reports.

• Basic experience in database administration and management.

• Experience of local partners, NGOs and UN agencies.

• Knowledge of ESRI technical products and tools.

• Working knowledge of English and Dari languages.

DESIRED

➢ Proven ability and experience interacting with a wide range of organizations while upholding humanitarian or professional principles of impartiality and neutrality.

➢ Teaching and mentoring.

➢ Working knowledge of Pashto language
