The Deputy Project Manager for health and nutrition within CARE’s portion of the ECHO Project, as well as CARE’s local partners under the health and nutrition, is mainly responsible for:
· Developing the project implementation plan
· Managing the project team and overseeing day-to-day project coordination
· Ensuring proper budget management, expenditures tracking, and financial controls
· Handling logistics and coordinating related activities
· Monitoring project risks and supporting risk mitigation measures
· Strengthening stakeholder engagement related to CARE’s health component under the ECHO Project
She is also responsible for supervising and overseeing the implementation of CARE’s health component to ensure the project meets the targets and goals outlined in the project documents. In addition, she will supervise direct reporting staff to improve the quality and efficiency of their output while maintaining a high level of staff satisfaction and supporting their professional development.
Key responsibilities include:
· Producing high-quality progress reports for CARE’s health component under the ECHO Project
· Establishing and maintaining effective working relationships with relevant stakeholders
· Ensure the CARE’s ECHO health and nutrition project management processes are well implemented to meet the project requirements.
· Address the relevant concerns and expectations of the stakeholders in planning and executing the project.
· Conduct regular supportive supervision and monitoring visits to the health project activities implementation sites at the provincial level (he will spend 30% of his official time (days) on field visits to improve the quality of education services.
· Develop an action plan for the CARE’s -ECHO Kabul health and nutrition team and other stakeholders monitoring visits findings.
· Ensure the CARE’s -ECHO health and nutrition implementing local partners in the province deliver quality services to the beneficiaries and provide timely reporting on project activities;
· To collect, review, and approve the monthly plans and reports of the provincial CARE-ECHO health and nutrition and to provide them with feedback.
· Organize regular meetings with the provincial CARE-ECHO health and nutrition teams.
· Ensure CARE’s ECHO health and nutrition project-related quality data is captured, collected, compiled, and stored.
· Draft ECHO-EiE reports at the national and provincial level and shares it with the consortium manager.
Provide high-quality technical oversight and technical and capacity building support to CARE’s ECHO health and nutrition team at the national and provincial level.
· Effective and accurate Financial Resources Management for CARE’s ECHO health and nutrition component focusing on achievement of the following results:
· Contribute to the development of all CARE’s ECHO health and nutrition project budgets through close work with the consortium manager to ensure all the project needs at the national and provincial level are incorporated into the CARE’s health and nutrition project budget.
· Develop a proper expenditure plan and tracking of all the expenditures for CARE’s ECHO health and nutrition project at the national and provincial level in accordance with CARE rules and regulations.
Conduct budget vs. expense analysis of CARE’s ECHO health and nutrition project in consultation with the consortium manager.
· Contribute with the senior program coordinator and ECHO consortium manager in hiring of CARE’s ECHO health and nutrition staff in compliance with CO human resources policies and strategies is ensured at all times, including:
· When assigned by the senior program coordinator, to contribute to the hiring of CARE’s ECHO health and nutrition staff
· Undertake the Performance Management Process (PMP) of her/his supervisees;
· Staff learning opportunities are promoted, and the implementation of the capacity development plan at the project level is ensured; and
Ensure project implementing CARE’s ECHO health and nutrition local partners receive technical support from CARE Afghanistan to better manage and implement project activities.
· Ensure all the CARE’s ECHO health and nutrition project stakeholders’ expectations are well identified, analyzed and managed during project life cycle;
· Stakeholder engagement is well managed by regular and professional communication to ensure their expectations are met, and any issues raised are timely addressed;
· Ensuring that reports reflecting lessons learnt are documented, circulated and shared in a timely and effective manner within the education program of CARE;
· Ensures all lessons learnt are incorporated and are shared with the relevant program staff for integration into new initiatives and project designs; and
Participate in and represent CARE’s ECHO health and nutrition component in all the related stakeholder meetings at national level.
Key relations
Internal:
· Reports to the ECHO Consortium Manager.
· Supervises all CARE’s ECHO health and nutrition team at the national level and field supervisors at the provincial level.
· Represents CARE’s ECHO health and nutrition in all CARE’s ECHO meetings at the national and provincial level
· Ensures CARE’s ECHO health and nutrition activities with the consortium manager of the ECHO project and CARE’s ECHO health and nutrition field teams.
· Collaborate with MEAL team, finance, human resources, and other support functions concerning the assigned project.
