About MSI Reproductive Choices Afghanistan (MSIA):

MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.

We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 

MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:

PURPOSE

The IT Officer is a member of the Executive and Communications team and reports to the team lead. This team combines a number of functions in supporting the success of the whole programme, namely:  IT systems; collection, analysis and dissemination of service data essential for programme analysis and response; marketing; policy development; and, the leadership of the MSIA contact centre.  In addition this team provides executive secretarial services to the CD.

 

Key objective for this role:          

 MSIA’s IT infrastructure is working smoothly to support operations with continual improvements, maintenance and development.

IT SERVICES PLANNING

Ensure that MSIA is served with the most cost effective IT hardware and software to maintain its programme activities safely and efficiently. Specifically

  • Prepare rolling costed plans of software, hardware, security and training needs for inclusion into project budgets
  • Track the efficiency and gaps
  • Roll out approved IT technical projects
  • Deliver training to reduce wastage, misuse and ineffectiveness

TECHNICAL SUPPORT

Provide first and second line technical support for MSIA staff, directly and through a helpdesk. Specifically,

  • Support new user set up, creating new user accounts, including user folders and shares, emails and mailboxes.
  • Address technical issues and ensuring smooth operation of IT systems.
  • Diagnose user faults such as log in issues, profile faults, and permission errors.
  • Assist in diagnosing and resolving software faults and providing support for installed applications.
  • Raise tickets with global IT helpdesk when necessary

HARDWARE, SOFTWARE AND NETWORK CONFIGURATION

Ensure that MSIA hardware, software and networks are routinely upgraded to maintain its programme activities safely and efficiently. Specifically,

  • Configure and install new or replacement PCs, servers, and peripheral hardware including printers, whiteboards, projectors, and scanners.
  • Install and support new networking hardware such as switches and wireless access points.
  • Diagnose and resolve network issues
  • Perform patch/upgrade testing as part of the patch management processes and ensure the security of the IT infrastructure through maintenance and monitoring of antivirus, patching, and network monitoring.
  • Undertake proactive research into system upgrades.

AUDIO/VISUAL AND SECURITY SYSTEMS SUPPORT

Provide specific technical support for systems related to programme work and security. Specifically

  • Special events:  Provide Audio/Visual equipment support for MSIA events, both internal and external.
  • Office Security: Ensure all CCTV equipment operates correctly
  • Office Access: Set up and update the door access control system as requested.
  • Communications: Manage and configure MSIA telephone extension systems.

Job Requirements:

Qualifications/Knowledge/Expertise

  • Bachelor’s degree in computer science, computer engineering, or equivalent
  • Strong knowledge of cyber security and the emergent risks of data use and management
  • Interests in the developments in hardware and software likely to impact MSI in coming 5-10 years
  • Proven experience in providing a technical support service,
  • Demonstrated interpersonal and skills and the ability to work effectively with a wide range of constituencies in a diverse community that may not understand IT.
  • Demonstrate training development and delivery skills
  • Skills in organizing own time, resources and establishing priorities.
  • Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.
  • Ability to provide guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.
