Context:

 

Under the overall supervision of the Shelter and Non-Food Items (SNFI) Programme Coordinator and the direct supervision of the Senior Network and Systems Associate and technical supervision of head of information management (IM) the Project Associate will support and assist in the development of database applications and information management for the SNFI programme, as outlined in the responsibilities listed below.

Job Descriptions:

  1. Assist in the development and implementation of database applications specific to the IOM Shelter and NFI program.
  2. Assist in the development, testing, and implementation of information management tools and Management Information Systems (MIS), including the Humanitarian Assistance Information Management System related to the IOM SNFI program.
  3. Collaborate with the SNFI Information Management Unit and program teams to identify requirements and translate them into functional database applications.
  4. Assist in the upgrade and enhancement of existing information systems to respond efficiently to the emerging requirements of the program.
  5. Assist in conducting a comprehensive review of existing data to ensure high data quality and standardization.
  6. Assist in following-up database performance and troubleshooting issues as they arise.
  7. Work closely with the IMU team and program staff to assist to maintain alignment between database applications and program objectives.
  8. Support effective data input, retrieval, and reporting to facilitate decision-making processes.
  9. Perform testing and debugging of database applications to maintain reliability and data integrity.
  10. Assist in developing various information products using data visualization tools like Microsoft Power BI, GIS, and other visualization tools.
  11. Provide technical support in data storage structures, data mining, and data cleansing.
  12. Assist in engaging with field team members to determine best practices and client requirements for software applications.
  13. Assist in developing technical documentation for the SNFI database applications, assessment tools, guidelines, user manuals, technical references, training materials, and Standard Operating Procedures (SOPs) for the software applications supported by IOM.
  14. Perform other duties as required by the program, contributing to the overall success of information management initiatives.
  15. Perform other related duties as assigned.

Education

 

Bachelor’s degree in computer science, Information Technology, Computer Engineering, or related fields, with two years of relevant professional experience in database development and information management using C#, ASP.Net MVC/Core, Angular, jQuery, MYSQL, SQL Server Development experience with web technologies such as HTTP, Web APIs, REST and JSON

Or

High School diploma with 4 years of relevant professional experience in with above mentioned fields.

 

Experience

 

  • Demonstrated expertise in developing robust web applications using the .NET framework, including ASP.NET MVC and C#. Proficient in front-end technologies such as JQuery and Angular.
  • Working experience in database design, development, and management with Microsoft SQL Server and MySQL, focusing on performance optimization and data integrity.
  • Experience in S.O.L.I.D. principles, design patterns, best practices, dependency injection, containers, and responsive design
  • Proficiency in Database Design, Normalization and Writing stored procedures and User defined functions.
  • Experience working with Agile and Waterfall SDLC methodologies
  • Working knowledge of front-end Single Page Application (SPA)
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and in complex operations, including conflict and post-conflict situations is advantagous.

 

SKILLS

 

  • Advanced skills in using C#, ASP.Net MVC/Core, Angular, jQuery, MYSQL, SQL Server
  • Advanced skills in using web technologies such as HTTP, Web APIs, REST and JSON.
  •  Strong skills in data collection methodologies, quality control practices, and ensuring the accuracy of collected data.
  • Expertise in advanced Excel functions, including data analysis, pivot tables, and complex formulas for data manipulation and reporting
  • Additional top skills in Microsoft Power BI, GIS Mapping, and data visualization is a plus
  • Good verbal and written communication skills, facilitating collaboration with diverse teams and stakeholders.

 

Languages

 

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
