Context:

 

Under the overall supervision of the Shelter and Non Food Items (SNFI) Programme Coordinator and the direct supervision of the Senior Network and Systems Associate and technical supervision of Head of Information Management (IM) the Project Associate will support and assist in the development of database applications and information management for the SNFI programme, as outlined in the responsibilities listed below

Job Descriptions:

  1. Assist in the design, development, and maintenance of responsive, user-friendly web applications that meet the requirements of the SNFI program and adhere to best practices in web development.
  2. Support the maintenance and optimization of the Multi-Sector Rapid Assessment Database (Humanitarian Assistance Information Management System) on a centralized server, streamlining business processes within the SNFI program to enhance efficiency and responsiveness.
  3. Collaborate with internal and external users to improve the functionality and accessibility of the MSRAF application, ensuring it meets the needs of disaster response stakeholders.
  4. Assist in conducting regular assessments of data quality and implement necessary updates to maintain the integrity and reliability of information within the MSRAF system.
  5. Assist in developing interactive dashboards for presenting Natural Disaster (ND) data, facilitating real-time monitoring and informed decision-making for stakeholders.
  6. Support the modification of existing software to address errors, improve performance, and enhance user interfaces based on user feedback.
  7. Assist in engaging with field staff to identify best practices and gather client requirements for software development, ensuring that developed solutions are user-focused.
  8. Provide technical support related to data storage structures, data mining, and application troubleshooting.
  9. Support the design and development of assessment tools in KoBoToolbox to facilitate effective data collection and ensure data quality for field assessments in communities impacted by natural disasters.
  10. Work closely with the Information Management Unit (IMU) team and program staff to maintain alignment between database applications and program objectives.
  11. Assist in interpreting statistical data from the database to provide reporting and data visualization support.
  12. Assist in developing technical documentation for SNFI database applications, assessment tools, guidelines, user manuals, technical references, training materials, and Standard Operating Procedures (SOPs) for software applications supported by IOM.
  13. Perform other duties as required by the program, contributing to the overall success of information management initiatives.
  14. Maintain and follow-up adherence to IOM data protection policies and ICT guidelines.
  15. Perform other related duties as assigned.

Education

 

Bachelor’s degree in computer science, Information Technology, Computer Engineering, or related fields with three years of relevant professional experience in using C#, ASP.Net MVC/Core, Angular, jQuery, MYSQL, SQL Server

Or

 

High School diploma with five years of relevant professional experience in using C#, ASP.Net MVC/Core, Angular, jQuery, MYSQL, SQL Server

Development experience with web technologies such as HTTP, Web APIs, REST and JSON.

 

Experience

 

  • Demonstrated expertise in developing robust web applications using the .NET framework, including ASP.NET MVC and C#.
  • Proficient both in front-end and back-end technologies
  • Working experience in database design, development, and management with Microsoft SQL Server and MySQL, focusing on performance optimization and data integrity.
  • Experience in S.O.L.I.D. principles, design patterns, best practices, dependency injection, containers, and responsive design
  • Proficiency in Database Design, Normalization and Writing stored procedures and User defined functions.
  • Experience working with Agile and Waterfall SDLC methodologies
  • Working knowledge of front-end Single Page Application (SPA)
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and in complex operations, including conflict and post-conflict situations is advantageous.

 

SKILLS

 

  • Advanced skills in using C#, ASP.Net MVC/Core, Angular, jQuery, MYSQL, SQL Server
  • Advanced skills in using web technologies such as HTTP, Web APIs, REST
  •  Strong skills in data collection methodologies, quality control practices, and ensuring the accuracy of collected data.
  • Expertise in advanced Excel functions, including data analysis, pivot tables, and complex formulas for data manipulation and reporting
  • Working experience in Github, Bitbucket, XML, JSON, Postman, Visual Studio
  • Additional top skills in Microsoft Power BI, GIS Mapping, and data visualization is a plus .
  • Good verbal and written communication skills, facilitating collaboration with diverse teams and stakeholders

 

Languages

 

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
