Job Descriptions:

The Assistant Engineer is responsible for assisting the Field Officer in the implementation of the AKF Water Emergency Relief Project (WERP) project and ensuring that the strategy and procedure of implementation are applied.

Responsibilities:

  • Assist the Field Officer in timely supervision and monitoring of the WERP project.
  • Make sure that the project activites are in compliance with donor (World Bank) project documents.
  • Assistant Engineer will ensure to apply the World Bank Manuals to the project.
  • Collectiion of project data according to donor requirements.
  • Support the Field Officer to complete the project within the project time, cost, quality and scope.
  • Assist the Field Officer in conducting a village assessment survey and selecting proper locations for water points, latrines, bath, and hand washing facilities.
  • Assist the Field Officer in the proper implementation of the work plan of the project.
  • Check the quality of construction materials with standards, and other needed materials like sand & gravel, PE pipes, fitting, iron bars, etc. on site.
  • To ensure the shuttering of the structures, curing of the concrete work, and other concrete elements done properly by the contractors.
  • Follow up on water quality tests for new and rehabilitated water points and support the Field Officer.
  • The Assistant Engineer should monitor the performance of the DACAAR drivers assigned to the team and also do regular checks of the generator fuel record.
  • In close coordination with other project staff keep daily records of project progress.
  • Assign vehicles and equipment for daily project activities.
  • When required the Assistant Engineer should assist the Field Officer in mobilizing communities to contribute to the project.
  • Assist the Field Officer in training new mechanic/ valve man locally assigned by the community, if there are not already trained mechanics, collecting mechanic wages during the installation of the hand pump/ stand post.
  • Ensure the supply of proper sand, gravel, and stone in the well/ stand post site, which is the supplier's and community's responsibility.
  • Assist the Field Officer in each joint field visit of stakeholders.
  • The holder of this position must strictly follow the organization’s existing policies and procedures, and instruct the field staff accordingly.
  • Any other task assigned by the supervisor

Job Requirements:

Education/ Qualification and Employment Benefits                                               

Education: Bachelor degree in Civil Engineering is required.

Experience: Minimum Two (2) years of proven experience in WASH projects in NGO is required.

Good communication skills, interpersonal skills, technical Skills and proper planning skills and Community mobilization, honesty and  hard worker.

Languages: Oral and written fluency in (English, Dari, Pashto)
