Job Descriptions:

A Construction Project Manager is responsible for overseeing all aspects of the construction process for nine schools funded by UNICEF in Afghanistan. This role involves working closely with donors, contractors, engineers, and designers to ensure the projects are managed efficiently and effectively. The Project Manager will supervise the implementation of all project-related activities, collaborating with Site Civil Engineers to ensure compliance with the approved designs and donor requirements.

  1. Duties & Responsibilities:
    • Team Preparation and Management
      •   Preparing work assignments for the entire team.
      •   Leading and managing the project team.
      •  Coordinating with partners and working groups involved in the project.
    • Project Planning and Control
      •   Developing detailed project plans and deliverable schedules.
      •   Monitoring project deliverables to ensure alignment with the project plan.
      •   Reporting daily and weekly work progress to the main office and clients.
    • Communication and Coordination
      •   Attending meetings with clients and project staff.
      •   Preparing as-built drawings.
      •   Coordinating with Site Engineers and Contractors to understand project details and specifications.
    • Budget and Resource Management
      •   Managing project budgets to ensure costs remain within parameters.
      •   Monitoring the utilization and implementation of resources.
      •   Ensuring optimal use of resources for best results.
    • Compliance and Quality Control
      •   Reviewing blueprints, building drawings, and design documents for compliance.
      •   Conducting periodic site visits to monitor activities, assess progress, and identify areas for improvement.
    • Risk Management and Problem Solving
      •   Identifying potential project risks and recommending solutions.
      •   Managing discrepancies and implementing effective, timely solutions.
    • Technical Oversight
      •   Leading the technical team and ensuring baseline work on projects.
      •   Ensuring project processes and procedures align with engineering standards.
    • Stakeholder Engagement
      •   Developing strong communication with donors and writing technical reports.
      •   Coordinating with construction management personnel, supply chain personnel, vendors, contractors, and design professionals.
    • Project Evaluation and Reporting
      •   Developing and monitoring construction project budgets.
      •   Establishing written project timelines and communicating them to sponsors and directors.
      •   Attending regular meetings with senior management to discuss project status and issues.
    • Construction Management
      •   Managing general construction activities at the project site.
      •   Developing work plans for relevant activities and ensuring timely completion.
      •   Overseeing sub-contractors’ activities and ensuring quality output.
    • Additional Responsibilities
      •   Understanding market rates of materials and negotiating with contractors.
      •   Providing direction and feedback to site personnel as required.
      •   Other tasks as assigned by the head office.

Job Requirements:

    • Education:
      •   Bachelor's in Civil Engineering, Construction Management, or related field (Master’s preferred).
    • Experience:
      •   5-7 years in construction project management.
      •   Experience with international donors and compliance.
      •   Proven track record in managing large-scale projects.
    • Technical Skills:
      •   Proficient in project management software.
      •   Strong understanding of blueprints and design documents.
      •   Knowledge of construction methodologies and regulations.
    • Management Skills:
      •   Strong leadership and team management.
      •   Experience coordinating contractors, engineers, and designers.
      •   Effective management of project deliverables, budgets, and timelines.
    • Communication Skills:
      •   Excellent written and verbal English.
      •   Ability to write technical reports.
      •   Strong negotiation skills with contractors and suppliers.
    • Analytical Skills:
      •   Strong analytical and problem-solving.
      •   Identifying project risks and recommending solutions.
      •   Monitoring project costs and ensuring budget adherence.
    • Interpersonal Skills:
      •   Collaborative team player.
      •   Strong organizational skills and attention to detail.
      •   Providing technical support and capacity building.
    • Other Requirements:
      •   Willingness to travel for site visits.
      •   Knowledge of local market rates and practices in Afghanistan.
      •   Ability to work under pressure and meet deadlines.
    • Certifications:
      •   Project Management Professional (PMP) or equivalent.
      •   Additional certifications in construction management.
    • Language Skills:
      •   Proficiency in Dari and/or Pashto.
    • Local Knowledge:
      •   Understanding of Afghanistan’s cultural and socio-economic context.
      •   Experience in conflict/post-conflict environments.
