About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

Under the direct supervision of TLO Program Manager and TLO Management, the ENRM Coordinator will lead on effective planning, implementation, reporting and coordination of ENRM department on-going projects. He/she will actively participate in new concept notes and proposal development, donor relations and participate in cluster meetings to present TLO interventions and secure new funding. Furthermore, he will work closely with Program Manager and TLO management in annual planning assessment of environment and natural resources management interventions.

 

Duties and responsibilities:

  1. To lead on ENRM department projects operations, management and coordination with focus on humanitarian, livelihood improvement and socio-economic development;
  2. Represent ENRM department in communications and discussions with TLO management, donors, especially regarding updates on projects progress, reporting, challenges and constraints faced by the project, budget realignments, contract modifications, and project extension;
  3. Conduct field trips and monitor project activities with project managers to evaluate progress and ensure efficient implementation of the projects;
  4. Work together with TLO finance and Admin/HR teams for staff management, timely financial reporting, fund management, new projects budget development, and financial reporting to the donors;
  5. To actively participate in development and strategic plans, new concept notes and proposals;
  6. Lead on organizing projects coordination meetings with stakeholders and present projects achievements and progress accordingly;
  7. Lead on information compilation, analysis, and writing of ENRM projects monthly, quarterly, semi-annual and annual operational reports and submission to donors;
  8. Ensure and track reporting schedules, report quality and contents as per donor requirements;
  9. Lead on ENRM department projects registration and reporting with line ministries in Kabul and line directorates at provincial levels;
  10. Supervise ENRM department staff, conduct performance evaluations, staff management and provide technical support as required;
  11. Prepare projects summaries of key achievements and lessons learned for TLO’s website and annual reports;
  12. Perform any other task assigned by Program Manager and TLO Management;

Job Requirements:

  1. Master degree in business administration or relevant fields
  2. Minimum of 7-10 years of experience in with national and international organizations in projects management and proposal development
  3. Very good English language, both written and spoken
  4. Very good coordination and communication skills
  5. Good report writing skills
  6. Proactive and independent approach to work, ability to maintain positive working relationships and willingness to undertake additional responsibilities as necessary, and work under pressure
