About Hewad Vocational and Social Organization

Hewad Vocational and Social Organization (HVSO) is a not-for-profit, non-political, and non-governmental humanitarian organization. HVSO was established in 2012 to work alongside other national and international partners for provision of education, health, community development and empowerment, and other social services aiming to reach the most unreached and highly underserved societies and women empowerment focusing on alleviating the sufferings of the most vulnerable groups of the society in different community structures such as rural, urban, IDPs, returnees, etc. Since its establishment, HVSO has worked hard to implement projects that ensure people’s access to quality and equitable education and health and other basic life services with focus on vulnerable group of society (women and children).

Job Description

To support the effective implementation of the Skill Development and Literacy (SDL) Programme through community mobilization, stakeholder engagement, coordination, supervision of District Community Mobilizers (DCMs), and monitoring of field-level activities at the provincial level.

The Provincial Community Mobilizer (PCM) serves as the primary liaison between the Project Officer, District Community Mobilizers (DCMs), Village Skills Committees (VSCs), communities, and relevant provincial stakeholders. The PCM is responsible for promoting community participation, facilitating learner enrolment, supporting establishment and operation of SDL classes, coordinating awareness and outreach activities, and ensuring smooth implementation of project activities across the assigned province.

 

 

 

Key Duties and Responsibilities

Community Mobilization and Stakeholder Engagement

·       Establish and maintain effective relationships with the Provincial Governor's Office and other relevant provincial departments to facilitate project implementation.

·       Engage effectively with Community Development Councils (CDCs), School Management Shuras, Cultural Associations, community elders, religious scholars, Village Skills Committees (VSCs), and other community structures.

·       Organize and facilitate meetings with provincial and district authorities, community leaders, religious leaders, and community members to promote SDL classes and project activities.

·       Support awareness-raising campaigns to inform communities about literacy, vocational skills development, parenting education, psychosocial support services, and learner enrolment opportunities.

·       Promote community ownership and support for project activities.

·       Facilitate coordination between project staff, communities, and relevant authorities.

·       Support the resolution of community-level implementation challenges and concerns.

 

Supervision and Support to District Community Mobilizers (DCMs)

·       Provide technical and administrative support to District Community Mobilizers (DCMs).

·       Conduct regular coordination meetings with DCMs to review implementation progress, challenges, and planned activities.

·       Monitor implementation of DCM workplans and support corrective actions where necessary.

·       Support DCMs in organizing community meetings, enrolment campaigns, and project activities.

·       Review and verify reports submitted by DCMs prior to submission to project management.

·        Facilitate information sharing and coordination among DCMs across the province.

 

Establishment and Support of Village Skills Committees (VSCs)

·       Support DCMs in establishing Village Skills Committees (VSCs) in target communities.

·       Ensure that VSCs are established in accordance with project guidelines and approved procedures.

·       Support orientation of VSC members on their roles and responsibilities.

·       Strengthen the capacity of VSCs to support community mobilization, learner enrolment, attendance monitoring, and class support activities.

·       Facilitate linkages between VSCs and relevant district authorities and service providers.

·       Monitor functionality and effectiveness of VSCs throughout project implementation.

 

Learner Enrolment and Community Outreach

·       Support DCMs and facilitators in community outreach, learner identification, screening, and enrolment processes.

·       Promote participation of women, returnees, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups targeted by the project.

·       Monitor compliance with learner selection procedures and project inclusion targets.

·       Follow up on enrolment gaps and support targeted outreach activities where necessary.

·       Support learner retention initiatives and community engagement activities aimed at reducing dropout rates.

 

Establishment and Monitoring of SDL Classes

·       Support DCMs and facilitators in establishing SDL classes in target communities.

·       Verify readiness of learning spaces prior to commencement of classes.

·       Monitor functionality of SDL classes and learning environments.

·       Support facilitators in addressing operational challenges affecting class implementation.

·       Monitor attendance of learners and facilitators and support interventions to improve attendance and retention.

·       Assist in resolving community-level issues affecting project implementation.

 

Support to Parenting Education and Psychosocial Support Activities

·       Promote community participation in Parenting Education activities.

·       Support awareness raising on positive parenting, family well-being, and learner support.

·       Coordinate with Lay Counsellors to support psychosocial support (PSS) and social and emotional learning (SEL) activities.

·       Promote community acceptance and participation in psychosocial support initiatives.

·       Support referral pathways and follow-up actions when required.

 

Support to Distribution Activities

·       Support distribution of classroom kits, teaching and learning materials (TLMs), vocational toolkits, parenting education materials, hygiene kits, and other project supplies.

·       Verify receipt of materials at district, community, and class levels.

·       Monitor utilization of distributed materials and report shortages or challenges.

·       Support documentation and record-keeping related to distributions.

 

Monitoring and Reporting

·       Conduct regular monitoring visits to project communities and SDL classes throughout the province.

·       Monitor implementation progress and identify challenges affecting project performance.

·       Follow up with DCMs on submission of monthly monitoring reports and implementation updates.

·       Compile, verify, and submit provincial implementation and monitoring reports to the Project Officer and M&E Officer.

·       Maintain updated records of SDL classes, learners, facilitators, and VSCs.

·       Support monitoring visits conducted by project management and UNESCO.

 

Training and Capacity Building

·       Support organization and implementation of facilitator pre-service and in-service training activities.

·       Coordinate participation of DCMs, facilitators, and VSC members in training events.

·       Organize and conduct facilitator in-service training sessions in coordination with Master Trainers.

·       Prepare and submit training reports, attendance records, and supporting documentation.

·       Follow up on implementation of recommendations arising from training activities.

 

Documentation and Knowledge Management

·       Collect, document, and share success stories, lessons learned, case studies, photographs, and beneficiary testimonials.

·       Support development of communication and visibility materials.

·       Maintain organized records of community engagement and project activities.

·       Contribute to project learning and documentation processes.

 

Safeguarding, Accountability, and Compliance

·       Promote safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), child protection, and Code of Conduct requirements within communities.

·       Support dissemination of beneficiary complaints and feedback mechanisms.

·       Ensure concerns raised by beneficiaries are documented and communicated through appropriate channels.

·       Promote inclusion, non-discrimination, and equitable access to project opportunities.

·       Immediately report safeguarding concerns, security incidents, and implementation risks to the Project Officer.

·       Ensure compliance with the IPA, Operational Manual, project workplans, and organizational policies and procedures.

 

Other Duties

·       Participate in project coordination meetings and planning sessions.

·       Support project teams during monitoring visits, assessments, evaluations, and audits.

·        Perform any other project-related duties assigned by the Project Officer to support successful implementation of the SDL Programme.

Job Requirements

·       Bachelor's degree in Education, Social Sciences, Community Development, Development Studies, Public Administration, or a related field.

·       Minimum three (3) years of progressively responsible experience in community mobilization, education programmes, literacy programmes, skills development programmes, or related community-based development initiatives.

·       Demonstrated experience working with local communities, community structures, local authorities, and civil society organizations.

·       Experience supervising or supporting field-based teams is desirable.

·       Strong communication, facilitation, stakeholder engagement, and coordination skills.

·       Good computer skills, including Microsoft Office applications, email communication, and online collaboration tools.

·       Fluency in Dari and/or Pashto (written and spoken), preferably the language of the target province.

·        Good command of English (written and spoken) is desirable.
