About Hewad Vocational and Social Organization

Hewad Vocational and Social Organization (HVSO) is a not-for-profit, non-political, and non-governmental humanitarian organization. HVSO was established in 2012 to work alongside other national and international partners for provision of education, health, community development and empowerment, and other social services aiming to reach the most unreached and highly underserved societies and women empowerment focusing on alleviating the sufferings of the most vulnerable groups of the society in different community structures such as rural, urban, IDPs, returnees, etc. Since its establishment, HVSO has worked hard to implement projects that ensure people’s access to quality and equitable education and health and other basic life services with focus on vulnerable group of society (women and children).

Job Description

To support the implementation of the Skill Development and Literacy (SDL) Programme at the district level through community mobilization, stakeholder engagement, learner enrolment, establishment and supervision of SDL classes, and coordination with Village Skills Committees (VSCs), facilitators, and communities.

The District Community Mobilizer (DCM) serves as the primary field-level focal point for project implementation within the assigned district. The DCM is responsible for facilitating community participation, supporting learner recruitment and registration, strengthening community structures, monitoring project activities, supporting facilitators, and ensuring effective delivery of literacy, vocational skills development, parenting education, and psychosocial support activities.

 

 

Key Duties and Responsibilities

Community Mobilization and Stakeholder Engagement

·       Establish and maintain effective working relationships with the District Governor's Office and other relevant district authorities to facilitate implementation of the SDL Programme.

·       Engage effectively with Community Development Councils (CDCs), School Management Shuras, Cultural Associations, community elders, religious leaders, and other community structures.

·       Organize and facilitate meetings with district authorities, communities, mosques, and other community centres to promote SDL classes and project activities in close coordination with the PCM.

·       Conduct community awareness campaigns to inform communities about literacy, vocational skills development, parenting education, psychosocial support activities, learner enrolment opportunities, and project objectives.

·       Promote participation of women, returnees, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups targeted by the project.

·       Support resolution of community-level concerns and implementation challenges.

 

Establishment and Management of Village Skills Committees (VSCs)

·       Establish Village Skills Committees (VSCs) in target communities in accordance with project guidelines.

·       Facilitate transparent selection of VSC members.

·       Provide orientation sessions to VSC members regarding their roles and responsibilities.

·       Train and mentor VSC members on community mobilization, public awareness, learner identification, enrolment support, attendance monitoring, and class oversight.

·       Strengthen the capacity of VSCs to support project implementation and sustainability.

·       Facilitate communication between VSCs and relevant district authorities and service providers.

·       Monitor functionality and effectiveness of VSCs throughout project implementation.

 

Learner Identification, Enrolment, and Registration

·       Conduct community outreach activities to identify potential learners.

·       Support implementation of learner identification, screening, enrolment, and registration processes in accordance with approved project criteria and procedures.

·       Ensure enrolment processes are conducted transparently, fairly, and inclusively.

·       Promote achievement of project targets related to women, returnees, and vulnerable groups.

·       Verify learner information and support registration using UNESCO-approved tools and systems.

·       Monitor learner attendance, retention, and participation throughout the programme cycle.

·       Conduct follow-up visits to learners at risk of dropping out and support retention efforts.

 

Recruitment and Support of Facilitators

·       Identify and recruit qualified Literacy Facilitators and Skills Facilitators in accordance with approved ToRs and recruitment procedures.

·       Support facilitator onboarding and orientation.

·       Provide technical and administrative support to facilitators throughout implementation.

·       Monitor facilitator attendance, performance, and compliance with project requirements.

·       Support facilitators in addressing community and classroom-level challenges.

·       Ensure facilitators maintain required records and documentation.

 

Establishment and Supervision of SDL Classes

·       Support establishment of SDL classes in target communities.

·       Verify readiness of learning spaces prior to commencement of classes.

·       Ensure classes are established according to approved implementation plans and project standards.

·       Monitor functionality and performance of SDL classes.

·       Conduct regular visits to learning sites and provide support to facilitators.

·       Monitor attendance, participation, and learner engagement.

·       Support corrective actions to improve class performance and learner retention.

 

Support to Parenting Education and Psychosocial Support Activities

·       Promote participation of learners and families in Parenting Education sessions.

·       Support awareness raising on positive parenting, family well-being, and learner support.

·       Coordinate with Lay Counsellors to support psychosocial support (PSS) and social and emotional learning (SEL) activities.

·       Facilitate referrals and follow-up actions where required.

·       Support community acceptance and participation in psychosocial support activities.

 

Support to Distribution Activities

·       Support receipt, storage, distribution, and tracking of classroom kits, teaching and learning materials (TLMs), vocational toolkits, parenting education materials, hygiene kits, and other project supplies.

·       Verify receipt of materials by facilitators and beneficiaries.

·       Maintain distribution records and supporting documentation.

·       Report shortages, damages, or distribution-related issues to the PCM and Project Officer.

·       Monitor utilization of distributed materials at class level.

 

Monitoring and Reporting

·       Conduct regular monitoring visits to SDL classes and project activities within the district.

·       Monitor implementation progress and identify challenges affecting project performance.

·       Maintain updated records of learners, facilitators, VSCs, and project activities.

·       Prepare and submit monthly monitoring reports to the PCM.

·       Verify attendance records, learner registration forms, distribution records, and other project documentation.

·       Support monitoring visits conducted by the PCM, M&E Officer, Project Officer, and UNESCO.

·       Follow up on recommendations arising from monitoring visits.

 

Training and Capacity Building

·       Support implementation of facilitator pre-service and in-service training activities.

·       Coordinate participation of facilitators and VSC members in training events.

·       Support PCM and Master Trainers in organizing training activities at district level.

·       Follow up on implementation of recommendations from training sessions.

·       Support ongoing mentoring and capacity-building activities for facilitators and VSC members.

 

Documentation and Knowledge Management

·       Collect and document success stories, lessons learned, good practices, and beneficiary feedback.

·       Collect photographs, beneficiary testimonials, and supporting documentation from project activities.

·       Support preparation of communication and visibility materials.

·       Maintain organized records of community mobilization and project implementation activities.

 

Safeguarding, Accountability, and Compliance

·       Promote safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), child protection, and Code of Conduct requirements within communities.

·       Ensure beneficiaries are aware of available complaints and feedback mechanisms.

·       Document and communicate beneficiary complaints and feedback through appropriate channels.

·       Promote inclusion, non-discrimination, and equitable access to project opportunities.

·       Immediately report safeguarding concerns, security incidents, and implementation risks to the PCM and Project Officer.

·       Ensure project activities are implemented in accordance with the IPA, Operational Manual, approved workplans, and organizational policies and procedures.

 

Other Duties

·       Participate in project coordination meetings and planning sessions.

·       Support monitoring missions, assessments, evaluations, audits, and verification exercises.

·       Perform any other project-related duties assigned by the PCM or Project Officer to support effective implementation of the SDL Programme.

Job Requirements

·       Minimum Grade 14 graduate in Education, Social Sciences, Community Development, or a related field. In areas where female literacy rates are extremely low and qualified female candidates are unavailable, Grade 12 graduates may be considered.

·       Minimum two (2) years of experience in community mobilization, education programmes, literacy programmes, skills development initiatives, or related community-based work.

·       Demonstrated experience working with communities and community structures.

·       Experience in learner mobilization, community engagement, or non-formal education programmes is desirable.

·       Good facilitation, communication, and coordination skills.

·       Basic computer skills, including Microsoft Office applications.

·       Fluency in Dari and/or Pashto (written and spoken), preferably the language of the target district.

·       Basic understanding of English is desirable.
