The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Local Governance, WASH, and Humanitarian Response (Emergency) through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Descriptions:

Job Summary:

As part of RRAA’s CRLP program, the Package Manager will be responsible for overall management of the project activities at central, provincial and district levels. The Package Manager will ensure the required coordination with all stakeholders, ensure smooth and effective implementation of the project in the targeted provinces, manage and supervise the CRLP project activities.

The position is based in Kabul with frequent travels to Balkh, Jawzjan, Saripul, Ghor and Faryab provinces where the project is being implemented.

Main Responsibilities:

  1. Planning and Implementation:
  • The Package Manager is responsible for planning, implementing, managing, and controlling all CRLPs activities accordance with the CRLP operational manual.
  • Develop and implementation of weekly and monthly plans.
  • Manage day to day implementation of the program in close coordination with Director/Deputy Director, Provincial Managers and other project staff.
  • Ensure progress of activities in accordance with the plan, procedures and CRLP manuals.
  • Conduct regular filed monitoring visits to support Provincial Managers and field staff and provide them with necessary guidance.
  • Responsible for obtaining work permission for female staff under CRLP.
  1. Coordination:
  • The Package Manager will supervise all CRLP project activities and coordinate with local authorities.
  • Coordinate the CRLP project activities with donors, Line Ministries and local Communities.
  • Attend the coordination meetings held on behalf of RRAA and Lot#3.
  • Coordinate the challenges and problems of the project with the project team and local authorities.
  1. Resource Management:
  • Supervise the work and performance of the project staff, and ensure they are provided with the required support, guidance and input to perform better.
  • Conduct probationary and annual appraisal of project staff based on the HR policy requirement.
  • Coordinating with HR for recruitment, staff management, and policy implementation.
  • Managing project finances and authorizing procurement, expenditure and payments.
  • Controlling the budget and ensuring compliance with approved budgets.
  • Ensuring all procurements are made in accordance with procurement policy and procedures and CRLP Operational Manual.
  1. Safety/Security:
  • Responsible for oversighting of the offices, assets and staff members’ safety and security. 
  • Ensure the staff members are provided with orientation on safety/Security SOPs
  • Ensure the staff members are following the organization Safety/Security SOPs.
  • Report any safety/security incidents to the SSFP in the region and Head Office as recommended in the SOPs.
  • Ensure the project offices and vehicles are equipped with safety tools (fire extinguishers, medical kits, alarms).
  • Conduct security assessment in coordination with SSFP when required.
  1. Quality Management:
  • Ensuring the quality of operations within targeted provinces.
  • Ensure the project progress is in compliance with the quality and requirements of the contract, donor, RRAA’s policies and regulations.
  1. Reporting:
  • Responsible for reporting to Director/Deputy Director to make sure that the CRLP progress is in compliance with the project operational manual and plan.
  • Ensure all reporting requirements and deadlines of the projects are met and follow CRLP POM and donor requirements.
  • Ensure the project narrative and financial reports are submitted to donors on due dates.
  • Ensure the quality and accuracy of the reports in terms of information, data and figurative data.
  • Ensure and completeness of the report by including progress, challenges, problems, and recommendations are reported.
  1. Training and Capacity building:
  • Provide orientation for the project staff and ensure they are aware of the project goal. Objectives, activities, deadlines, etc.
  • Planning and implementing training for project staff to help them perform efficiently.
  • Ensure the training for the CRGs and communities is provided on due time and in compliance with the project operational manual and plan.
  • Review and ensure staff members understand the organization safeguarding and other policies such (Code of conduct, PSEA, EHSH, and Safety/Security SOPs)

Job Requirements:

  • Bachelor’s degree (master’s degree is preferred) in administration, Engineering, Agriculture or related fields.
  • At least 7 years’ experience in community-driven development programming, projects, work in senior advisory or management positions in community-based institutions like (NSP, CCAP and CRLP).
  • Fluency in written English and demonstrated ability to write and lay out high quality documents, presentations and reports for diverse audiences.
