Job Summary:

By fulfilling these responsibilities, a Lead Engineer / Engineering Monitor plays a critical role in Engineering issues, implementation of the community sub-projects and focusing on the oversight and management of CFW projects.

The position is based in Kabul with frequent travels to Balkh, Jawzjan, Saripul, Ghor and Faryab provinces where the project is being implemented.

Main Responsibilities:

  • Support Provincial Managers and CRLP Site Engineers in all technical and supervision works to ensure timely design, contracting, implementation, and quality control of all infrastructure sub-projects (cash-for-work) under CRLP.
  • Ensure timely supervision, monitoring and delivery of sub-projects of Cash-for-Work under CRLP in the targeted areas.
  • Supervise and support the provincial and district-level engineering teams of CRLP in (Design and Drawing, Quality Control, Monitoring and management of Cash-for-Work projects).
  • Provide technical assistance to the provincial and district-level engineering teams of the CRLP in program planning, formulating standard procedures, and providing specific inputs to all engineering activities.
  • Assist senior staff in formulating program targets, and monitoring and evaluating relevant field activities of CRLP.
  • Provide overall guidance on the selection of appropriate technical options and ensure applicable and reliable quality control systems to maintain & improve the performance of Cash-for-Work sub-projects under CRLP.
  • Participate in key strategic planning and budget preparation meetings related to CRLP implementation and management.
  • To carry out the responsibilities of the role in a way that reflects RRAA’s commitment to protecting children in accordance with the Child Safeguarding Policy.
  • Overseeing the planning, design, and implementation of engineering projects that align with the RRAA’s mission.
  • Travel to the region and provinces to support, supervise, and monitor the status of the project.
  • Coach and guide the team for a specific area of sub-projects implementation.
  • Update the team member for any special task and support.

Job Requirements:

  • Bachelor’s degree in civil engineering or related fields with at least 5 years’ experience in including cash for work projects and water networks and MHP.
  • Fluency in written English and demonstrated ability to write and lay out high quality documents, presentations and reports for diverse audiences.
  • Flexible and dynamic with the ability to deal with difficult, often ambiguous and challenging situations and creatively solve problems.
