Job Descriptions:

Job Summary:

The Finance Lead Officer for the CRLP project role is crucial in providing assistance to Package Manager, Regional Manager/Provincial Managers in Administrative, Account and Finance related issues of the CRLP project. He/she should manage in proper way the financial resources, compliance with donor requirements, and make sure the effectiveness of the financial reporting process.

The position is based in Kabul with frequent travels to Balkh, Jawzjan, Saripul, Ghor and Faryab provinces where the project is being implemented.

Duties & Responsibilities:       

  • Support Package Manager and Provincial Managers with all financial matters related to the CRLP project.
  • Monitor and control project expenditures to ensure alignment with CRLP’s approved budgets.
  • Work closely with CRLP Admin/Finance Officers and other relevant staff to ensure the effectiveness of financial supporting documents and alignment with donor compliance.
  • Prepare monthly, quarterly, and annual donor financial reports for all projects, ensuring compliance with donor formats and deadlines, including the CRLP project.
  • Conduct Budget vs. Actual (BvA) analysis and present findings to project managers.
  • Review CRLP project vouchers and supporting documents, ensuring they align with RRAA’s policies and procedures, and enter them into the MIS system.
  • Carefully review invoices to verify that goods and services procurement align with the RRAA’s procurement policy and CRLP agreed procedures.
  • Regularly check and review the CRLP/MIS, data entry, and upload required documents as needed.
  • Visit field offices and assist Admin/Finance Officers ensuring they align with RRAA’s policies and procedures and enter them into the MIS system.
  • Ensure that provincial and district office expenditures are in accordance with the approved budget.
  • Check expendable and non-expendable materials lists in the store and stock, prepared by Data Entry Officers.
  • In consultation with the CRLP Package Manger, Regional Manager and Provincial Managers, request funds for monthly expenditures.
  • Updated project budget tracking sheets.
  • Conduct field visits according to approved plan to monitor and evaluate the field activities and support field team.
  • Report to the CRLP Package Manger, Director/Deputy Director on a daily and weekly basis on community issues and the project’s performance in relation to those issues.
  • Any other instruction given by the Director/Deputy Director and Packager Manger.

Job Requirements:

  • Bachelor’s degree in finance or related fields with at least 7 years’ experience in Grants Management, budget management, financial reporting, compliance, development and implementation of internal controls and be familiar with community-based disbursement and distribution process.
  • The person should also have knowledge of community-based programming.
  • Fluency in written English and demonstrated ability to write and lay out high quality documents, presentations and reports for diverse audiences.
