About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Represent the organization at workshops, events, and meetings in assigned target areas.
  • Map and identify traditional and grassroots social actors and associations at the community level. 3. Deliver capacity-building training on conflict mitigation, leadership, facilitation skills, and major conflict drivers.
  • Provide training in management, finance, networking, and communication.
  • Guide community groups in developing community cohesion plans.
  • Assist in providing small-scale grants to community groups based on their community cohesion plans.
  • Write training and project progress reports regularly.
  • Assist the project leadership team in conducting activities in their assigned target areas.
  • Organize events, meetings, and trainings in the target areas and at the request of the project leadership team.
  • Facilitate the data collection process in assigned target areas.
  • Analyze the target area from a security and political standpoint and inform the project leadership team if project implementation is in danger.
  • Maintain documentation in assigned target areas.
  • Identify target beneficiaries with the help of the project leadership team.
  • Maintain contact with project beneficiaries throughout the project period.
  • Assist colleagues in identifying processes and contacts to strengthen links and expertise at the local level.
  • Provide advice on gender perspectives in all aspects of the department's work.
  • Regularly contact local authorities regarding project activities and implementation.
  • Build stronger relations with all partners and relevant authorities.
  • Perform any other activities assigned by the project leadership team.

Job Requirements:

  • High school graduate required; bachelor’s degree preferred.
  • Two years of experience in a similar position.
  • Good report-writing skills in English and the local language.
