Job Descriptions:

Job Summary

Under the Direct Supervision of Policy Directorate, Mineral Policy Expert is responsible to Analyze, evaluate and design economic policies, economic analysis of Ministry of Mines and petroleum policies according to Afghanistan constitution law to develop mineral and hydrocarbons sector for economic development.

Duties & Responsibilities

  1. Develop an action plan based on job responsibilities
  2. Design and evaluation of economic policies related to mines according to policies of directorate and taking the approval of director.
  3. Coordination with mineral authorities of eager countries and manage workshops and conferences for those countries to ease mining exploration and attraction of foreign investment in extractive sector.
  4. Coordination with other directorates of ministry, taking and analyzing their idea and policies related to mining taxing system and tax regimes.
  5. Conduct minerals value chain studies.
  6. Ability to design economic policies and economic analysis of different projects.
  7. Giving technical suggestion related to economic policies/plans of extractive sector to Excellency minister of Mines and Petroleum and other directors of ministry.
  8. Control and study of all economic activities, plans, researches and studies of Directorate of Economic Analysis, Design and Evaluation of Policies.
  9. Study of region economic agreement and given suggestion for attraction of economic cooperation.
  10. Reform and given suggestion for better fiscal regimes of extractive sector of Afghanistan.
  11. Develop models to examine the likely cost, price structures and fiscal regime for each the mining project. These models will be based on international best practice, local and international information on the production, processing and market prices.
  12. Prepare projections of total future revenue collection from the specific mineral production under a range of future production scenarios.
  13. Supervision for implementation of goals and plans of head of economic analysis and Directorate of Economic Analysis, Design and Evaluation of Policies for planning and designing of economic policies of ministry.
  14. Other related duties according to law and responsibilities.

Job Requirements:

Qualifications and experience

  • Minimum Master degree in (Geology and Mining), Mining Economics, Economics, Public Policy and any other related studies and PHD degree is an advantage in these fields
  • At least 1 years (if PHD Holder) of work experience in relevant fields. 
  • At least 3 years (if Master Degree Holder) of work experience in relevant fields.
  • Fluency in English, Dari, Pashto languages and Microsoft Office programs.
  • The Incumbent should have sound knowledge of the policy development. 
  • The Incumbent should have strong written and oral communication and other interpersonal skills.

Skills, Knowledge & Attributes Required

  • Strong analytical skills with experience in economic modeling and forecasting
  • Ability to implement policies of directorate.
  • Good managerial skills and decision making.
  • Proficiency in Economic analysis tools and software (e.g., Excel, SPSS, EViews, Stata).
  • Knowledge of the mining industry and global commodity markets.
  • Excellent communication skills, both written and verbal.
  • Accuracy and reliability of economic forecasts and market analysis.
  • Contribution to the profitability and sustainability of mining projects.
