Job Descriptions:

 

A. Financial Management and Budgeting

  1. Prepare and monitor project budgets in coordination with WASSA Operation Manager and the Project Coordinator.
  2. Ensure accurate and timely processing of all project-related financial transactions, including payments, disbursements, and reconciliations.
  3. Track project expenditures and ensure alignment with the approved budget, flagging any variances to WASSA Operation Manager and the Project Coordinator.
  4. Maintain proper accounting records, ensuring all financial documents are complete, accurate, and up to date.
  5. Review and approve financial documents, including invoices, vouchers, and purchase orders.

B. Compliance and Reporting

  1. Ensure that all project financial activities comply with WASSA’s financial policies, donor guidelines, and international accounting standards.
  2. Support internal and external audits by preparing required documentation and responding to audit queries.
  3. Prepare monthly, quarterly, and final financial reports, ensuring accuracy and timely submission to WASSA Operation Manager and the Project Coordinator, and donors as required.
  4. Reconcile project accounts, including bank statements and other financial records, on a regular basis.

C. Cash and Fund Management

  1. Ensure proper cash flow management and maintain adequate project cash reserves.
  2. Monitor fund transfers and disbursements to field locations, ensuring transparency and compliance with financial guidelines.
  3. Support project staff with financial procedures, including cash requests, expense reporting, and financial documentation.

D. Financial Support to Procurement

  1. Collaborate with the procurement team to ensure financial verification of all project procurements and service agreements.
  2. Review and validate the financial components of purchase orders, contracts, and vendor payments.
  3. Support procurement processes in line with WASSA’s policies and donor regulations.

E. Capacity Building and Coordination

  1. Provide financial guidance and training to project staff to ensure compliance with financial procedures and accurate documentation.
  2. Coordinate closely with field finance staff to ensure consistency and accuracy in financial reporting.
  3. Work collaboratively with the program team to enhance the project’s overall financial performance and resource efficiency.

F. Cross-Cutting Responsibilities

  1. Ensure transparency, accountability, and fraud prevention in all financial transactions.
  2. Promote gender equality and inclusion by integrating these principles into financial processes.
  3. Support reporting for donor accountability, ensuring proper use of funds and adherence to reporting requirements.

Job Requirements:

  1. Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. Master’s degree is an asset.
  2. Minimum of 3-5 years of relevant experience in finance, accounting, or grants management, preferably in a humanitarian or development context.
  3. Strong knowledge of financial management systems, budgeting, and reporting.
  4. Proficiency in financial software (e.g., QuickBooks, Excel) and MS Office Suite.
  5. Experience in ensuring compliance with donor financial regulations.
  6. Ability to work under pressure, prioritize tasks, and meet deadlines.
  7. Excellent analytical, communication, and organizational skills.
  8. Fluency in Dari/Pashto and English.
