WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

Job Summary

The Sr. Finance officer is reportable to the WDIO Finance Manager. The following items are the main responsibilities of the Sr. Finance Officer:

 

 

Duties & Responsibilities

  • Set up the corporate financial system customizing/modifying the QuickBooks accounting tool.
  • Preparing the monthly payroll for all staff. This payroll should be verified by the Executive Director.
  • Monitor the day-to-day financial operations within the organization, such as payroll, invoicing, taxation, and other transactions.
  • Seek out methods for minimizing financial risk to the company.
  • Review financial data and prepare monthly, quarterly, and annual reports.
  • Establish and maintain financial policies and procedures for the organization.
  • Develop & maintain a good filing system for financial documents.
  • Manage and keep records of all types of accounting transactions (Advances, Accounts receivable/payable, Taxation, and prepaid expense).
  • Receive the inventory report and reconcile it with his/her project inventory records.
  • Prepare reports for internal and external Audit.
  • Ensure timely submission of all financial reports, records, and files to the home office.
  • Be updated on all information regarding new rules, policies & procedures of Afghanistan especially the Ministry of Finance and Ministry of Economy.
  • Keep track of project bank accounts and petty cash. Prepare monthly bank reconciliation and when required prepare cash flow.
  • Prepare and keep track of budget and prepare monthly budget analysis reports.
  • Ensure that the expenses are recorded according to the proper budget lines and categorized systematically.
  • Ensure close coordination with the Logistics and Procurement sections and ensure timely submission of budget/cash requests to the Program Director.
  • Providing training and technical assistance in financial management to the Finance Officer (s), intern (s), and other staff that senior management recommends.
  • Maintain policies, procedures, documents, and database as well as hard copy binders.
  • Coordinate with other departments for sharing/obtaining relevant information.
  • Maintain the filling system ensuring the safekeeping of confidential materials.
  • Follow up on deadlines & commitments made.
  • Perform any other task assigned by the HQ and Executive Director.

Job Requirements:

Job Requirement

  • Bachelor’s degree, Account/Finance, or higher, preferably an MBA.
  • Minimum of 5 years of experience in Accounting/Finance.
  • Detailed knowledge of Afghan laws, policies, procedures, regulations, and guidelines.
  • Excellent knowledge of QuickBooks.
  • Excellent knowledge of Microsoft Excel.
  • Excellent written and verbal communication skills (English & Local Languages).
  • Excellent integrity and character.
  • Excellent facilitation/presentation and report writing skills.
  • Strong interpersonal skills and ability to engage with others.
  • Ability to work within multicultural, multinational working teams and work under pressure conditions.
  • Proficiency in Microsoft Office package, specifically in Word, PowerPoint, and Excel
