The IRC opened the country program in Afghanistan in 1988. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Descriptions:

Specific responsibilities within each functional area are as follows:

  1. Budgeting: (LOE = 35%)
  2. Supervise the preparation of proposal budgets, amendments, and modification.
  3. Ensures compliance with the cost allocation methodology for all budgets and support the awards team in securing waiver – where needed.
  4. Work with the program staff to prepare grant budgets and to ensure full coverage of operating, TU and indirect costs.
  5. Provide support when needed in grant opening, interim, closing and review meetings.
  6. Prepare grants budget uploads for the BVA system.
  7. Assign of D2s in new budgets and new lines during implementation.
  8. Supervise creation of detailed budgets in IRC INTEGRA format.
  9. Reporting: (LOE = 25%)
  10. Donor Reports
    1. Prepare donor financial reports for Deputy Director, Finance review/approval.
    2. Work with the Partnership Finance team to analyse partner’s budget versus actual results; and to update the DD Finance for any issues identified.
    3. Identify procedural or training issues and suggest solutions to improve the data quality.
    4. Ensure timely submission of financial reports, and supporting information required by the donor along with the finance report like inventory, assets etc.
    5. Prepare Ad-hoc reports
    6. Assist the audit team as required.
    7. Prepare correcting entries for correcting coding errors, reclassifications, etc.
    8. Supervise the preparation of government budgets and reports, as needed.
    9. Prepare pre-close out financial analysis 90 days before end of award
  11. Internal Reports:
  12. Supervise preparation and dissemination of accurate monthly Budget vs Actual (BVA) to all stakeholders. 
  13. Prepare correcting entries for correcting coding errors, reclassifications, etc.
  14. Organize quarterly BVA meetings with field coordinator and finance managers
  15. Supervise, and coordinate with other teams, the development of country office Operating Budget and Reforecasts.
  16. Present quarterly financial health analysis and trends to the SMT.
  17. Government Reporting and Financial Planning and Analysis (FP & A) (LOE = 25%)
  18. Supervise preparation of government reports submitted to the MoEC or other government offices.
  19. Supervise the preparation and maintenance of the country’s Operating Budget, including preparation of budget guidelines to assist other departments to formulate budgets.
  20. Flag financial issues identified in the BVA to the SMT on monthly basis, like under/overspending, low burn rates etc.
  21. Ensure forecasts are monthly updated for all grants.
  22. Training and capacity building (LOE = 15%)
  23. Train staff on budgeting proposals, revisions, pipeline, and spending plans, as needed.
  24. Submit field trip report to the supervisor – including key issues and recommendations
  25. Identify training needs in Budgeting and Grant management.
  26. Lead refresher training for non-finance staff.

Job Requirements:

  • Education: Master’s degree in economics, Accounting, Finance, or a related field; MBA is a plus.
  • Years of Experience: Minimum of 5-7 years of technical financial management experience of those 2 years with INGO, 3-4 years of Senior levels experience.
  • Skills: In-depth knowledge of major donors (like USAID, ECHO, Sida, FCDO, UN) policies and regulations.
  • Technical Competency: Experience managing similar functions in large and complex country offices.
  • Communication and reporting skills
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
