The IRC opened the country program in Afghanistan in 1988. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Descriptions:

Specific responsibilities within each functional area are as follows:

  1. Government Reporting:
    • Coordinate with the liaison team Registration of new and existing projects with government
    • Coordination with relevant departments while registering the projects
    • Prepare Bi-Annual reports to MoEC
    • Assist focal point on the government audit
  2. Financial Planning:
    • Prepare, revise, and maintain the IRC country office Operating Budget.
    • Prepare country program financial reforecasts.
    • Other analysis as required by the CO SMT, DD Finance, or supervisor.
  3. Budget Vs Actual
    • Prepare monthly analysis of TR and TU funds and review with the supervisor and DD Finance.
    • Review / report monthly shared costs and analyze the variances against OB / program budget.
    • Review / report program salaries and spending plan vs actual spending and analyze variances.
    • Coordinate and ensure implementation of finance action points from the BVA meetings.
  4. Training and Staff Management:
    • Assist department coordinator in training of non-finance colleagues of fiscal grant management.
    • Submit field trip reports to the Coordinator and DDF, identifying key issues and improvement plans.

Job Requirements:

  • Education: Bachelor’s degree in Economics, Accounting, Finance, or related field; MBA, or certification (CFA or CMA) a plus.
  • Years of Experience: Minimum of 5-6 years of technical financial management experience of those 2 years with INGO, 2-3 years in Managerial Level.
  • Skills: In-depth knowledge of major donors (like USAID, ECHO, Sida, FCDO, UN) policies and regulations.
  • Technical Competency: Experience managing similar functions in large and complex country offices.
  • Communication and reporting skills
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
