About Just for Afghan Capacity and Knowledge (JACK):

Just for Afghan Capacity and Knowledge (JACK) is an independent, Non-Governmental, Non-Profit, Non-Political and Non-Sectarian Organization working in Afghanistan in the areas of (Health, Education, Capacity building, Human Rights, Nutrition, Emergency, Protection, Research and WASH) with an aim at improving livelihoods and alleviating poverty. The organization works is registered under the Ministry of Economy with registration number, 316 of 28/10/1384. The organization works in collaboration with other line ministries, UN- agencies, NGOs, INGOs, and donor community. The mandate of JACK is to improve lives of the people we touch through our programs. We strive to have a community that is empowered, participates in its development and is able to use the resources available to them to get what they want. We work to assist communities in their efforts that lead them to self- help and in essence self- reliance that comes with economic and social independence. When the children are safe the women and men can provide for their families with pride and our community is vibrant again, we will have achieved. In addition, we provide assistance to refugees, victims of Disaster, people with disability and marginalized groups in the community. Our service is without fear, favor or prejudice to race, nationality, religion, political affiliations JACK has been working in the country since 2001 and its record speaks volumes for itself. We implement the largest by sector education and health program in the country and have a multi sectorial program that looks at all the areas of need of the vulnerable in the community. JACK as an independent organization has its charter, policies, and procedures, developed in line with the operating country laws and international standards. JACK Charter, the main governing instrument of the organization, is emphasizing on the effective and efficient use of the resources. JACK financial management policy and procedures are prepared in line with International Accounting Standards (IASs) and Generally Accepted Accounting Principles (GAAP).

Job Descriptions:

 

Major Duties and Responsibilities: 

  • To implement staff data base for all the head quarter and sub-offices of JACK
  • Implementing staff management tools in human resources point of view
  • Ensuring that all the staff personnel files are up to date in term of contracts time sheets application form covering letter and diplomas and all related documents
  • To ensure the original staff files are available in the head quarter each month
  • Preparation and follow up of staff list for different projects
  • Providing staff roster for the quarterly report for the donors
  • Plan trainings on different points for the capacity building of the staff
  • Evaluation of all staff in different projects and its follow up
  • Plan for motivation of the staff using Organizational Behavior science
  • Checking and follow up of the attendance sheet or time sheets in monthly bases
  • Checking and follow up of days off of staff on the standard days-off follow up database
  • Ensuring that the staff is respecting JACK. Internal staff regulation and to apply the staff regulation and to answer to all question coming from the staff about our internal rules
  • To process an accurate and complete payroll ensuring that employee salary and remuneration is processed in a timely manner including processing of all changes to payroll
  • Verification of merit increases promotions transfers etc. processing changes through payroll and notification to staff of changes in salary
  • Supervise the processing of time sheets and effort reporting
  • Ensure that approved overtime is calculated and paid in a timely manner while providing an overview of overtime worked to ensure compliance with country labor law
  • Maintain accurate records of all payroll transactions
  • To prepare accurate quarterly effort report of all Kunduz staff to finance on due date
  • Must be a part of recruitment committee  
  • Administer employee benefit plans ensuring that employees receive their benefit entitlements within a timely manner
  • Participate as a member of the medical claim committee and ensure that approved claims are paid in a timely manner
  • Provide backup for other HR Staff in Kabul
  • Updating the projects organ gram
  • Work on team building procedure
  • Ensure all created complex have solve as soon as possible.
  • Supervise Admin Assistant and ensure all administrative tasks such as office filling system IN and OUT Letter follow up flight booking etc. are properly done
  • Follow up the Daily office cost management.
  • Arrangement of any Meeting Trainings Workshops and Seminars
  • Letters (IN and OUT) in a good manners
  • To Read JACK. staffs Regulations and Pass it over to all other Contracted Staffs
  • To make sure that all staffs are respecting JACK staff regulations and policies
  • To contract with new Employees according to JACK. Administration/HR Policies and staff regulations
  • To keep required supportive documents of all employees when contracted
  • To conduct training to new Staff and Admin/HR Subordinates
  • To control Admin/HR Subordinates staffs in their job performance and implementation
  • To maintain all office required records in a professional manner
  • To maintain and update department staffs full information from time to time
  • To Report about the new contracted staffs and any changes to the Project Manager
  • To keep constant and regular communication and contact with Headquarter Admin/HR Department for updating administrative and HR informational system of the project
  • To stabilize daily communication with all staffs and update any changes in administration and HR policies with compromise of HQ Admin/HR Department and Provincial Manager
  • To arrange meetings including identifying meeting place and make sure that each participant are properly informed and have confirmed
  • To Receive internal and external visitors/guests in a propitiate manner
  • To Keep records of all official meetings and file them up in professional order
  • To Supervise the Admin/HR in controlling of staffs’ attendance sheets and preparing its reports on time
  • Following up of Staffs annual days off absence and sick leave and keeping proper records
  • To review the documents Admin/HF and any other supportive documents prepared by assistant and approve them
  • To Following up of pending administrative HR documents and other related issues
  • Updating the Project Manager up on the Administrative HR new issues when he is away from the office
  • Provide annual and quarterly report manager
  • Completion of guarantee letter for relevant staff
  • Staff appraisal and performance review
  • Staff JD and TOR be updated
  • Develop technical specifications/cost proposals for procurement of IT equipment and contractual services
  • Liaise with procurement staff to ensure timely delivery of IT equipment and services
  • S/he will assist the staff by demonstrating the proper use of the equipment and how to use the hardware and software to finish assignments to make sure all the computers on the network are virus free and manage user email account
  • Read technical manuals confer with users and conduct computer diagnostics to investigate and resolve problems and to provide technical assistance and support
  • Develop training materials and procedures and/or train users in the proper use of hardware and software.

 

 

Job Requirements:

BBA or Similar Degree

At least 3 years  of proven experience.

Fluent English, Pashto, and Dari with excellent speaking and writing skills
