SCOPE OF WORK

The SRH/RMNCH Advisor is responsible for the strategic leadership, planning, and management of reproductive health and maternal, neonatal, and child health programs. The scope includes designing and implementing evidence-based interventions, ensuring compliance with national and international standards, building capacity of health workers, coordinating with stakeholders, and monitoring RMNCH program performance. The Advisor oversees resource mobilization, advocates for policy change, and promotes community engagement to improve health outcomes for women and children. The role requires providing technical guidance, fostering partnerships, and ensuring program sustainability and impact through effective monitoring, evaluation, and reporting.

Job Purpose

  1. Provide Technical Expertise and Strategic Guidance on RMNCH/SRH Policies and Service Delivery:
  • Support the development, review, and adaptation of policies, strategies, and guidelines to improve RMNCH service quality and integration.
  • Offer expert advice to ensure alignment with national standards and best practices.
  1. Strengthening Capacity of Health Workforce and Partners:
  • Conduct targeted training, mentorship, and capacity-building initiatives to enhance technical skills and knowledge of healthcare providers and partners involved in RMNCH/SRH.
  • Support ongoing professional development to improve quality of service delivery including implementation of HQIP standards.
  1. Facilitate Coordination and Integration of RMNCH/SRH Programs:
  • Act as a technical resource to promote effective coordination among stakeholders, ensuring RMNCH services are well integrated into primary healthcare and other sectors. Support the implementation of integrated service delivery models.
  1. Support Monitoring, Evaluation, and Advocacy Efforts:
  • Assist in designing and implementing M&E systems to track progress and impact of RMNCH initiatives.
  • Contribute to advocacy efforts by providing data-driven insights and strategic input to promote equitable access, especially for marginalized populations.

KEY DUTIES AND RESPONSIBILITIES:

Program Development and Implementation

  • Assist the design, planning, and execution of comprehensive SRH/RMNCH program in line with national health strategies and donor requirements.
  • Develop detailed annual work plan for SRMNCH services to ensure timely delivery of SRMNCH activities.
  • Coordinate with MoPH, PPHDs, district health offices, NGOs, and community groups to promote integrated SHR services and sustainable health interventions.
  • Ensure the implementation of evidence-based interventions that address priority health issues affecting women and children.

Policy, Standards, and Guidelines

  • Provide technical guidance to ensure SRMNCH activities adhere to national policies, WHO standards, and international best practices.
  • Support the review, development, and dissemination of policies, protocols, and clinical guidelines related to RMNCH/SRH.
  • Advocate for policy changes and resource allocation to improve service quality and coverage.

Capacity Building and Technical Quality Improvement Support

  • Conduct training needs assessments for SRMNCH services and developing capacity-building strategies for health care providers, community health workers, and program staff.
  • Organize and facilitate training workshops, on-the-job training, and mentorship sessions to enhance skills and knowledge.
  • Regular supportive supervisions and field visits to improve the quality of SRMNCH services
  • Provide ongoing technical assistance to health facilities and program partners to improve service delivery standards.
  • Implement HQIP standards and assess the HFs and develop performance improvement plans to ensure the quality of SRMNCH services are up to the optimum level.

Stakeholder Engagement and Coordination

  • Act as the primary liaison between MoPH, UN agencies, international and local NGOs, and other relevant stakeholders for RMNCH/SHR activities.
  • Facilitate coordination meetings, joint planning sessions, RMNCH working group and information sharing platforms to promote integrated approaches.
  • Represent the program at national level advocating SRH/RMNCH priorities.

Monitoring, Evaluation, and Reporting

  • Assist to maintain robust M&E systems to track SRMNCH services progress, health indicators, and impact.
  • Regularly analyze data to identify gaps, challenges, and opportunities for program improvement.
  • Prepare SRH progress reports, success stories, and policy briefs for internal and external audiences.
  • Use data to inform decision-making and strategic planning for SRMNCH services.

Resource Mobilization and Sustainability

  • Contribute to the assessments, concept notes, and proposals development and ensure that SRMNCH activities are well addressed
  • Promote the integration of SRMNCH activities into existing health systems to ensure sustainability.
  • Manage SRMNCH related budgets and resources efficiently, ensuring accountability and transparency.

Advocacy and Community Engagement

  • Lead community mobilization efforts to increase awareness and demand for SRH/RMNCH services through provincial health team and HFs.
  • Develop IEC (Information, Education, Communication) materials and campaigns to promote healthy behaviors.
  • Address stigma and cultural barriers that hinder access to SRH services.

SAFEGUARDING POLICY FOR STAFF:

  • Respect and follow MdM Safeguarding policy and never neglect, abuse, harm, or exploit children, young people, and adults at risk,
  • Report any actual or suspected harm to the children and vulnerable adults caused by staff and the program.

Job Requirements:

Qualification:

  • Female Medical Doctor or bachelor’s degree in public health,
  • A master’s degree in public health or Ob/Gyn specialist will be preferable

Experience:

  • At least 5 years’ experience in SRMNCH services and project design and implementation working in an INGO or NGO in Afghanistan.

Other requirements:

  • Strong understanding of public health surveys and reporting mechanisms and methodologies.
  • Proven skills in training and capacity building of field staff on public health and SRH concepts and tools.
  • In-depth knowledge of global humanitarian standards such as Sphere, Core Humanitarian Standard (CHS), and WHO standards.
  • Excellent interpersonal skills and the ability to work collaboratively within a team.
  • Experience in community participation and consultative approaches to project implementation.
  • Exceptional oral and written communication skills in English, with a demonstrated ability to produce high-quality reports and documentation.
  • Willingness and ability to travel regularly to field locations as required by the role.
