Job Descriptions:

SCOPE OF WORK

The MHPSS Advisor will report to Medical Coordinator. He/She will support the development, implementation, and monitoring of mental health and psychosocial support (MHPSS) activities, ensuring high-quality service delivery, community engagement, and integration within health sector. He/she will provide technical guidance, manage staff, and coordinate with partners to promote sustainable and culturally appropriate MHPSS programming in line with humanitarian standards and IASC guidelines.

Job Purpose

  • To develop, coordinate, and ensure the effective implementation of comprehensive MHPSS strategies and activities that meet humanitarian standards and address community needs.
  • To manage, mentor, and support MHPSS staff and partners, enhancing their skills through supervision, training, and professional development to ensure high-quality service delivery.
  • To strengthen community participation, establish effective referral pathways, and collaborate with local partners to facilitate access to culturally appropriate MHPSS services.
  • To oversee the monitoring and evaluation of MHPSS programs, ensuring data-driven decision-making, timely reporting, and continuous improvement of interventions.

KEY DUTIES AND RESPONSIBILITIES:

Program Development & Implementation: 

  • Oversee all MHPSS activities in the health facilities including MHPSS counselling
  • Closely coordinate with the MHPSS supervisors/officers and program team to develop strategies and ensure effective implementation of MHPSS activities.
  • Support the development of MHPSS referral pathways with partners and external service providers.
  • Ensure activities align with MDM program objectives, community needs, and humanitarian standards, promoting safety and sustainability.
  • Contribute to the need assessment, concept and proposal development and ensure that the MHPSS activities are well addressed and incorporated within the development.

Team Management & Capacity Building: 

  • Prepare and facilitate training programs on PM+, Thinking Healthy, PFA, and other relevant topics, supporting national trainers in rolling out these trainings.
  • Manage MHPSS Officers, providing team support, on-the-job coaching, performance reviews, and professional development.
  • Mentor field staff on program management, assessments, data management, indicator monitoring, and context analysis.
  • Support the MHPSS team and other staff through training sessions on MDM principles, project targets, indicators, and work tools.

Supervision & Quality Assurance: 

  • Provide regular supportive supervision (clinical and counseling) for the field team and HFs on a case-by-case basis.
  • Oversee monitoring and evaluation of MHPSS programming, develop M&E tools, and analyze program data.
  • Implement WHO and other SHARE standards for the quality improvement of MHPSS services within HFs with support of provincial management team and MHPSS officers.
  • Lead the development of IEC materials in Dari and Pashto, ensuring culturally appropriate communication.

Community Engagement & Coordination: 

  • Collaborate with local NGOs, community leaders, community-based organizations, and government focal points to facilitate community participation and feedback.
  • Engage community figures to support access to MHPSS services and ensure community feedback informs program quality.
  • Participate in MHPSS coordination meetings including MHPSS Technical working group meeting, share information, strengthen referral mechanisms, and advocate for best practices.

Cross-Sectoral Collaboration & Support: 

  • Work closely with Health, Nutrition and program teams to ensure integrated approaches and coordinated activities.
  • Support program administration and logistical arrangements with relevant support departments.
  • Mainstream MHPSS across health program/project and with partners and service providers.

Reporting & Documentation: 

  • Prepare regular reports on MHPSS activities, monitoring outcomes, and challenges.
  • Support documentation efforts aligned with program standards and donor requirements.

SAFEGUARDING POLICY FOR STAFF:

  • Respect and follow Mdm Safeguarding policy and never neglect, abuse, harm, or exploit children, young people, and adults at risk,
  • Report any actual or suspected harm to the children and vulnerable adults caused by staff and the program.

 

Job Requirements:

           Qualification:

  • Bachelor’s degree in psychology-clinical/counselling clinical social worker graduated from a recognized university,
  • A master’s degree in public health or MHPSS will be preferable

Experience:

  • Minimum of 5 years of professional experience coordinating MHPSS projects in humanitarian settings

Other requirements:

  • Preference will be given to female candidates.
  • Strong understanding of MHPSS surveys and reporting mechanisms and methodologies.
  • Proven skills in training and capacity building of field staff on MHPSS concepts and tools.
  • In-depth knowledge of global humanitarian standards such as Sphere, Core Humanitarian Standard (CHS), and WHO standards.
  • Excellent interpersonal skills and the ability to work collaboratively within a team.
  • Experience in community participation and consultative approaches to project implementation.
  • Exceptional oral and written communication skills in English, with a demonstrated ability to produce high-quality reports and documentation.
  • Willingness and ability to travel regularly to field locations as required by the role.
