About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 211 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Based on the 3 pillars of Information and Coordination, Advocacy and Enabling Environment, and Capacity Building, ACBAR’s activities focus heavily on sharing information with members, coordination of members and the aid community in general, at the national and regional levels, and carrying out advocacy on issues affecting the work of its members and other I/NNGO in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian and development activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continuous dynamism.

ACBAR currently operates a number of programs supported by international donors that contribute to fulfilling the mission and strategy of the organization and provide services to our members.  With a growing portfolio of programs that will support and augment the work of our members, ACBAR requires the services of a Program Officer to completed day-to-day tasks associated with the implementation of those programs.

Job Descriptions:

RESPONSIBILITY SUMMARY

The role of the Program Officer is to provide administrative and logistic support to the overall programs department, including support for the current SHAPE TPP Twinning Program, and activities of the programmatic working groups supported by ACBAR.  This position will coordinate with program staff, participants and stakeholders to support key deliverables of the program, engage with the MEAL department to support program needs, and support business development efforts.

ESSENTIAL TASKS

  • Support the programs department to complete day-to-day activities as required by various donor-funded programs, including completing program progress reports, reviewing financial and monitoring reports, tracking programming documentation, and supporting project teams on administrative tasks related to their programs.
  • Support data management activities including development of data collection instruments, conducting capacity assessment, participating in review meetings, conducting data cleaning and analysis, and drafting reports.
  • Work alongside MEAL team in analyzing data and provide information for monthly reports, trainings, clusters, meetings, etc.    
  • Support the training department with administrative tasks associated with the development, maintenance, and delivery of trainings
  • Support the development and maintenance of improved programs databases, specifically assisting to verify and update data entered into SHAPE TPP database for MEAL review
  • Plan and organize logistics for events including trainings, workshop and other activities
  • Support Program Assistants in the timely collection of program reports from participants, and support in compiling and verifying the collected reports from partners using the NNGO and INGO Checklist
  • Support the programs team to process necessary paperwork the finance and administrative departments to support procurement of goods and services and timely issuance of payments.
  • Support the program department to schedule, organize and conduct various coordination meetings. Attend external engagement and coordination meetings as requested by the HoP.
  • Support the coordination of various research initiatives, assessments and evaluations, including those that will support ongoing proposal development and fundraising for ACBAR’s operations.
  • Perform any other task as requested by Line Manager and/or Senior Management including assisting colleagues in other department

Job Requirements:

KNOWLEDGE, SKILLS and/or ATTRIBUTES

The requirements listed below are representative of the knowledge, skill, and/or attribute required.

  • Ability to coordination and manage multiple projects simultaneously.
  • Ability to engage and communicate with external stakeholders and represent ACBAR in a professional manner.
  • Ability to prepare written reports and documentation at a level consistent with internal and donor standards.
  • Ability to maintain strong file management protocols, both in hard and digital copy.
  • Must have a basic understanding of the overall humanitarian and development coordination system. 

EDUCATION, TRAINING and/or EXPERIENCE

  • Bachelor’s degree in Business, Project Management, or other related management fields.
  • At least five years managing or supporting implementation of humanitarian programs, preferably with both INGO’s and NNGO’s.
  • At least two years’ experience in data collection and data entry.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY

  • Ability to speak and write English mandatory, and at least one local language (Dari and/or Pashto).
  • Ability to review documents and suggest changes at a professional level.
  • Ability to analyze programmatic data and support data reporting.  

WORK ENVIRONMENT
The selected candidate will work in an office setting based in main country office in Kabul.  They may also be required to travel to the various provinces of Afghanistan where ACBAR has operational presence.  This is a full-time position and the selected candidate must be able to work in Kabul.
